Additional funding for energy security

The Polish side has decided to allocate 8 million zloty (equivalent to approximately 1.8 million euros) for the purchase of generators for Ukraine. These funds will be directed towards strengthening the resilience of the energy sector and preparing the country for the winter period.

This was announced by Polish Foreign Minister Radosław Sikorski. According to him, Warsaw will allocate an additional 8 million zloty to the energy community, from which the necessary equipment will be purchased.

Context of international negotiations

Statements regarding financial support were made at the end of the meeting of foreign ministers of the Council of the Baltic Sea States, which took place in Warsaw on 6 November. The working process was also attended by the EU High Representative for Foreign Affairs and Security Policy Kaja Kallas and Ukrainian Foreign Minister Andriy Sybiha.

The main topics of discussion were finding more effective methods of countering hybrid threats and strengthening support for Ukraine in the context of Russian aggression.

Joint position of summit participants

Summarising the results of the meeting, Radosław Sikorski emphasised that the negotiations confirmed the unity of the region's countries in the face of ongoing Russian aggression.

«Ми домовилися, що ключовим залишається посилення військової та фінансової підтримки України. Ми одностайно узгодили заяву (…) Пріоритетом є підтримка України у підготовці до майбутнього зимового періоду та підвищення стійкості її енергетичного сектору» (We agreed that the key remains strengthening military and financial support for Ukraine. We unanimously agreed on the statement (...) The priority is supporting Ukraine in preparing for the upcoming winter period and increasing the resilience of its energy sector), noted the head of the Polish Foreign Ministry.

He added that the participants of the negotiations agreed on the text of a joint statement and emphasised the need to increase the volume of military and financial aid to Kyiv.

Warning about the consequences of aggression

In addition to funding issues, the Polish Foreign Minister drew attention to the fact that Russia must realise the consequences of continuing the war. In his assessment, further aggression will lead to ever greater costs for the Russian side itself.

The role of the Energy Support Fund

The effort to support the energy sector is complemented by the activities of the Ukraine Energy Support Fund (UESF). This instrument was established in the spring of 2022 in agreement with the European Commission and the Ministry of Energy of Ukraine. Its goal is to counter the consequences of Russian attacks on critical energy infrastructure.

The Fund's resources are used to finance the most urgent needs of Ukrainian energy companies. These include the purchase of equipment, spare parts and other technical means, as well as fuel and services necessary for the restoration of infrastructure and ensuring energy and heat supply in Ukraine.
