Auction results on the Prozorro platform

On 28 October, the privatisation process for the historical building known as Patriarch Mstyslav's House, located at 13 Patriarch Mstyslav Street, concluded on the electronic marketplace Prozorro.Prodazhi. The winner of the bidding was a participant with direct ties to a well-known local public figure.

The starting price for this non-residential premises, measuring 79.5 square metres, was 525,300 hryvnia. Three parties competed for ownership rights. The Kyiv public organisation "Spadshchyna Kyiv", headed by activist Dmytro Perov, offered 530,000 hryvnia. Poltava resident Hennadii Burlaka raised the bid to 585,200 hryvnia. Final victory was secured by Serhiy Manzhos, who offered 606,255 hryvnia. At present, the signing and publication of the protocol on the bidding results are expected.

Winner's ties to the Sykalov family

Data from the YouControl analytical system indicates that two of the three auction participants are within the business orbit of Hennadii Sykalov — editor-in-chief of the publication "Ostanniy Bastion" and Poltava public figure — and his wife Svitlana Manzhos.

Hennadii Burlaka, who took second place, works as the director of LLC "NVP 'YAS sand quarry'". In this company, 100% of the charter capital (3 million hryvnia) belongs to Svitlana Manzhos. Meanwhile, the bidding winner, Serhiy Manzhos, is the authorised person in PP "Fifth Bastion" and LLC "Firma 'Atoll'". Both of these structures are also controlled by and belong to Svitlana Manzhos.

Condition of the monument and requirements for the new owner

This small building is a cultural heritage object. It is here that the religious and public figure, nephew of Symon Petliura, Patriarch Mstyslav (real surname — Ivan Skrypnyk), was born and spent his childhood.

Currently, the house is in a state of disrepair: electricity and gas supplies have been disconnected, and the ceiling is supported by temporary props. Despite the authorities having repeatedly promised to create a museum at this location and even allocating funds for a restoration project, actual work has not yet begun.

In accordance with the auction terms, the new owner will not have the right to dispose of the property at their discretion or dismantle the structure. In addition to paying the sum of over 600,000 hryvnia and compensating the city's costs for the valuation, the winner is obliged to conclude a conservation agreement with the relevant department and ensure the full preservation of the monument in compliance with the requirements of the Law of Ukraine "On the Protection of Cultural Heritage".
