Low efficiency in the use of budget funds

Questions have arisen in the capital's Desnianskyi district, headed by Maksym Bahmatov, regarding the targeted use of funding for the modernisation of educational institutions and the creation of safe premises. The main focus is on Kindergarten No. 175, located in Troieshchyna. Despite the allocation of 10 million hryvnia for capital repairs, only 420,000 hryvnia was spent last year, accounting for approximately 4% of the planned amount.

Currently, a new shelter for children has still not appeared at this facility, and the institution itself is not currently operating.

Situation on the ground

Journalists visited the site to personally assess the progress of the works, but the facility's management was absent. The caretaker, Valeriy, stated that the director was not on site and that outsiders were not allowed into the premises.

Commenting on the question of the allocated funds and the state of the repairs, the man replied: «А вони в бункері закопані. Вони вже другий рік строять і все. Одні комісії приходять туди-сюди, делегації перевіряють» (And they are buried in the bunker. They have been building for the second year already and that is it. Commissions keep coming here and there, delegations are checking).

Reaction from the public and politicians

The activities of the district administration under Bahmatov's leadership have also drawn criticism from Oleksii Shevchuk. He noted that questions have accumulated towards the district leadership regarding the mechanisms for financing shelters, the restoration of residential buildings, and the general management of budget resources. Shevchuk called for an assessment of the head of the Desnianskyi district's work.

«Київ сьогодні потребує не політичних шоу, а відповідального управління, професійної координації та щоденної роботи заради безпеки людей. Бо ціна управлінських помилок під час війни — це не рейтинги й не посади. Це людські життя» (Kyiv today needs not political shows, but responsible management, professional coordination and daily work for the safety of people. Because the price of managerial mistakes during a war is not ratings and not positions. It is human lives), Shevchuk wrote.
