Acceleration of work at energy facilities

Measures to strengthen critical infrastructure have been intensified in Kyiv Oblast ahead of the onset of the cold season. The main focus is on 110 kV electrical substations. As UNN reported on 24 October, citing the Ministry of Communities and Territories Development of Ukraine, the speed of work execution has increased more than threefold over the past two weeks. To meet the established deadlines, additional contracting companies were engaged at certain facilities.

Visit by the Deputy Minister

Ruslan Oliinyk, Deputy Minister of Communities and Territories Development of Ukraine, conducted a working trip to the region, during which he assessed the readiness of facilities for the winter season. The official personally inspected the progress of work at 110 kV substations that are part of the region's power supply system.

During the visit, a meeting was held with representatives of the relevant services and contractors. The parties discussed the current situation, existing difficulties, and the deadlines for completing the planned measures. To accelerate the process, work crews at some facilities were reinforced by engaging new contracting organisations.

"Kyiv Oblast is the capital region, so the protection of its critical infrastructure is of particular importance. I continue to personally monitor the progress of the work to ensure that measures to strengthen the protection of facilities are completed within the established deadlines and that they are ready for the winter period under wartime conditions," Ruslan Oliinyk stated at the end of the trip.

Control and coordination mechanism

A working group led by Ruslan Oliinyk is operating to coordinate the measures. This structure monitors compliance with schedules, task execution, and interaction between all involved parties. Coordination is carried out jointly with Timur Tkachenko, Head of the Kyiv Oblast Military Administration, representatives of the relevant authorities, and contractors.

Responsible services regularly submit reports on the situation at the facilities. Based on this data, the working group analyses potential delays and determines the need for additional resources to complete the work on time. The ministry emphasises that the priority is preparing the infrastructure for winter, taking into account military threats.

"Work is ongoing. The priority remains the timely completion of measures to strengthen the protection of critical infrastructure and ensuring the readiness of facilities for the winter period under martial law," the department emphasised.

Meanwhile, the official statement does not disclose the total number of facilities under work, their percentage of completion, or specific dates for the completion of protective measures. Strengthening the protection of electrical substations is a component of the general preparation of the region's energy infrastructure for the autumn-winter period.

It was previously reported that Kyiv Mayor Vitali Klitschko was summoned to the Verkhovna Rada to discuss the capital's preparation for winter and the protection of critical infrastructure. The initiative was supported by people's deputies against the backdrop of discussions regarding the city's readiness for possible consequences of Russian attacks.

Issues with the construction of protective structures for the "Prohresivka" substation in Mykolaiv Oblast were also mentioned. The material discussed criminal proceedings, the use of budget funds, and unfinished work on protecting the energy facility.
