Appeal to headquarters
Olena Ivanovska, the Commissioner for the Protection of the State Language, stated that her office sent an official letter to Google's central headquarters. The reason for this step is the performance of search algorithms, which may offer Russian-language results in response to queries typed in Ukrainian.
«Ми вже звернулися з офіційним листом до головного офісу Google щодо коректності алгоритмів видачі» (We have already sent an official letter to Google's headquarters regarding the accuracy of the output algorithms), the ombudsman emphasised.
Meanwhile, Ivanovska does not disclose the date the letter was sent and does not indicate whether her office has received a response from the company.
Signals from the front line
According to the language ombudsman, the initiative did not come out of nowhere. The issue of the presence of the Ukrainian language in the digital environment was actively raised by veterans and servicemen who are on the front line.
They drew attention to specific situations: a person enters a search query in Ukrainian, but due to the geographical location of the device, the system displays results in Russian.
Language digitalisation strategy
Ivanovska stressed that ensuring the full presence of the Ukrainian language in the digital space requires systematic state work. She named the creation of a complete State Electronic Thesaurus of the Ukrainian language as one of the strategic tasks.
This resource is to cover all word forms and dialects. According to the ombudsman, such data is necessary, in particular, for the high-quality training of large language models (LLMs) used in artificial intelligence systems.
Legal basis and warnings
In accordance with Article 49 of the Law on the State Language, the language ombudsman institution provides recommendations to government bodies, including the National Academy of Sciences of Ukraine.
«Без належної державної уваги та системних інвестицій у цифровізацію мови ми ризикуємо втратити молоде покоління, для якого віртуальний простір стає основним середовищем існування» (Without proper state attention and systematic investment in the digitalisation of the language, we risk losing the younger generation, for whom the virtual space is becoming the main environment of existence), Olena Ivanovska warned.
