The first attestation commission of the Economic Security Bureau (BEB) failed to form a final position regarding two officials: Roman Lysakovskyi and Dmytro Buchenko. As follows from the re-attestation documents, the required threshold of support was not reached, resulting in the absence of any decision — neither on approval nor on refusal of suitability for the position.
In accordance with current rules, a commission decision is considered adopted only if at least seven members of the body vote in favour. Structurally, this means the mandatory presence in the "for" block of three representatives from international partners and three delegates from the BEB itself. In the specific cases of Lysakovskyi and Buchenko, such a combination of votes did not materialise.
Roman Lysakovskyi performs the duties of head of the BEB Kyiv Regional Directorate. Previously, signs of dishonesty were recorded in his declarations and asset data. In particular, journalists from Bihus.Info drew attention to the purchase by his mother of a house with a land plot near Kyiv for an amount of approximately 2 million hryvnia, while similar objects in the same complex were offered on the market at a higher price.
A deal regarding a dental clinic owned by Lysakovskyi's wife also came under suspicion. This object was once listed for sale at 140,000 dollars, but was officially sold for approximately 45,000 dollars, which is three times lower than the initial valuation.
Additionally, discrepancies were recorded between declared prices of real estate and vehicles and market indicators. In 2017, the couple declared income of 345,000 hryvnia, while purchasing two cars worth 543,000 hryvnia and increasing the volume of savings.
Dmytro Buchenko heads one of the BEB departments. His declarations lack data on personal property, but note the right to use vehicles that belonged to his father. The list of such vehicles includes a Lexus ES 250, a Porsche Cayenne, and an Audi A6.
Together with his wife, Buchenko declares the use of a house in Horenichi with an area of 233.9 square metres. Since 2023, this object has been owned by his daughters.
An analysis of the official's declarations also revealed regular changes in the list of land plots and the amounts of their sale. Most of such objects were alienated in favour of the same individuals. Loans in the millions and the presence of expensive Mercedes cars were recorded in Buchenko's wife's documents.
Currently, the attestation process is ongoing within the BEB structure, the main purpose of which is to cleanse the Bureau of employees who do not meet integrity criteria. The commission's further steps regarding Lysakovskyi and Buchenko are to be explained by its representatives.
