Intensification of hybrid activity in Europe

The Main Directorate of Intelligence of the Ministry of Defence of Ukraine informed international partners about the growing threat to security in European Union and North Atlantic Alliance countries. According to Ukrainian analysts, Russian intelligence services have received directives to intensify their activities on the territory of Western states.

The primary objective of these measures is to conduct hybrid operations aimed at undermining Western support for Ukraine and reducing the combat readiness of NATO forces.

Methods and perpetrators of operations

Information on potential threats came from intelligence that detected Moscow's intentions to involve already recruited agents in sabotage activities. According to GUR assessments, the perpetrators of the operations include personnel and assets of the GRU and FSB currently present in European countries.

List of objects subject to attack

Several categories of objects have come under the focus of Russian intelligence services:

  • military infrastructure;
  • critical civilian infrastructure;
  • communication systems.

Intelligence specifically highlighted that Starlink satellite internet receiving stations located in various European countries could also become potential targets.

The relevant intelligence information has already been shared with Ukraine's partners to take necessary countermeasures.
