Change in responsibility for staff protection

The issue of protecting personnel at defence enterprises is no longer within the competence of the Interdepartmental Working Group established by Resolution No. 707, nor the Ministry of Defence. These functions have been transferred to another body.

Transfer of authority to a liquidated centre

Previously, the role of the state rear services operator was performed by the relevant enterprise, but now these powers are being transferred to State Enterprise "Ukrainian Centre 'Security'". The paradox of the situation lies in the fact that this organisation is currently at the stage of ceasing operations. It is this centre that will now be responsible for protecting staff at supplier enterprises that meet the needs of the Armed Forces of Ukraine.

Management and conflict of interest

State Enterprise "Ukrainian Centre 'Security'" is headed by Roman Avramov. He has significant experience working within the "Ukroboronprom" system, where, among other things, he held the position of department head. Currently, Mr Avramov is simultaneously the head of the commission directly responsible for the liquidation of the very enterprise he manages.
