Yevheniy Ivanov, head of the department for corruption prevention and counteraction at the Odesa Customs Administration, may become the subject of a new corruption investigation.
He has held this position for nearly five years, having previously worked as the head of the sector for corruption prevention and detection at the Mykolaiv Customs Administration of the State Tax Service of Ukraine. However, his activities are raising an increasing number of questions.
Yevheniy Ivanov's official declaration states that he does not own any property. However, his wife, Svitlana Ivanova, owns several real estate objects. According to her 2023 declaration, she is the owner of two apartments and three parking spaces.
Svitlana Ivanova is registered as an individual entrepreneur (FOP) with a wide range of activities, including the provision of property for lease and operation, legal services, information services, as well as accounting and tax consulting. This information is available on the YouControl portal.
The family's real estate purchases also raise suspicions. In 2016, Svitlana Ivanova purchased a 108.5 m² apartment for 250,000 UAH (equivalent to $9,885 at the exchange rate at that time). According to sources, the apartment is located in a new building with a view of the botanical garden of Odesa National University.
In addition, in the same year, she purchased two parking spaces for 200,000 UAH each. Notably, the two parking spaces cost more than the apartment of over 100 m².
The actual market value of all these real estate objects at that time was at least $200,000, which significantly exceeds the amounts declared. It appears that the purchase of this property was made with funds belonging to the customs officer himself, which raises further questions about his financial situation.
On 8 December 2020, Svitlana Ivanova purchased another apartment and a parking space in the KADORR elite residential complex on the French Boulevard in Odesa. The 45.7 m² apartment and the parking space were bought for 50,000 UAH each. However, the actual market value of this property was at least $150,000.
In his declaration, Yevheniy Ivanov did not list any personal car. However, his wife purchased two vehicles in 2014 and 2018 — a 2013 Toyota Highlander for 732,000 UAH and a 2017 BMW X3 for 969,118 UAH. The question remains open: what funds were used to buy these cars.
In 2023, Yevheniy Ivanov earned 431,226 UAH at the Odesa Customs Administration and received a pension of 220,748 UAH from the Main Directorate of the Pension Fund of Ukraine in Odesa Oblast. In addition, PrivatBank paid him a cashback of 1,694 UAH.
Svitlana Ivanova, in turn, declared income from entrepreneurial activity of 2,028,000 UAH, as well as a cashback from PrivatBank of 603 UAH.
Yevheniy Ivanov's declaration lists modest savings: 734 UAH in PrivatBank and 369 UAH in Oschadbank. However, his wife has much larger savings — she holds 5,975,000 UAH in cash, and has 16,390 UAH in her PrivatBank account.
