Inaccurate data found in Nikolai Lyashenko's declaration

The National Agency on Corruption Prevention identified inaccurate data in the declaration of former head of the Bucha district administration, Nikolai Lyashenko, amounting to UAH 13.53 million.

This information is contained in the materials of the full review of the official's amended declaration for 2023.

Lyashenko declared USD 301,400 as personal savings. However, according to NACP calculations, his income from 1998 to 2023 amounted to only UAH 3 million (approximately USD 80,000).

In addition, in 2023, Lyashenko's mother purchased a residential house and a land plot with a total value of UAH 4.1 million. However, her official income over 25 years was only UAH 496,000, and her pension was UAH 360,000. Lyashenko himself listed this house as his place of residence even before his mother purchased it, which may indicate an attempt to conceal the true owner of the property by registering it in a relative's name.

The official's mother also became the owner of a Toyota RAV4 (2019 model) worth UAH 1 million. The NACP concluded that the funds for the car purchase could have come from Lyashenko himself.

Particular attention was drawn to a 2018 court ruling, under which Lyashenko was granted the right to recover a debt of UAH 8.4 million from his mother. According to the documents, this amount was allegedly borrowed from his father in 2014. However, according to NACP data, the father did not have such funds at the time of his death, and the source of the money remains unknown.

Lyashenko's declaration also lists his mother's cash savings: USD 142,700 and EUR 35,000. These amounts are also not supported by documents.

Furthermore, the official's mother purchased another car for UAH 148,000 in 2019, invested UAH 431,000 in house construction, and bought several real estate objects for UAH 236,000. All these expenses significantly exceed her official income over 25 years.

Lyashenko also failed to declare his alimony obligations to his ex-wife in the amount of UAH 535,300 in his 2023 declaration.

As a result of the review, the NACP established that the inaccurate information in the declaration concerns assets and property with a total value of UAH 13.5 million. The case materials have been transferred to law enforcement agencies to decide on the initiation of a criminal case under Part 2 of Article 366-2 of the Criminal Code of Ukraine.

It is worth noting that in his declaration, Lyashenko listed ownership of a 68.5 sq m house in the city of Lipovets and land plots with a total area of 4,700 sq m. He also owns plots in the villages of Druzhne (40,700 sq m), Bilohorodka (3,000 sq m), Hruzke (1,200 sq m) and Yasnohorodka (1,200 sq m). He received all these lands in 2018.

For transportation, the official uses a KIA NIRO (2019 model), purchased in 2023 for UAH 687,000. In addition, he holds corporate rights in the "Vishnevskaya Housing and Construction Company" and is a member of the "Restoration of European Ukraine" charitable foundation. Currently, Lyashenko has submitted a declaration of resignation from his position.
