Dubious construction in Bila Tserkva: how "phantom" buildings became the basis for land seizure

 In the centre of Bila Tserkva at 3 Spartakovska Street, active construction of a residential complex is underway. However, official apartment sales are not taking place, which raises questions about the legality of the project.

Fictitious documents and land manipulation

 According to the investigation, councillors Yevheni and Maryna Tkachenko used a scheme based on forged documents. They processed papers regarding three non-existent buildings, allegedly built and demolished, and on this basis received a 3,700 sq m plot for new development.

Transfer of land via a shell company

 The land was registered to a legal entity, which was subsequently transferred to Yevheni Tkachenko's father. Meanwhile, Judge Sviatlana Doroshenko blocked the seizure of the plot, effectively giving the green light for construction to continue.
