Putin claims Zelensky lacks authority to sign peace agreement

Russian President Vladimir Putin expressed his position on possible negotiations regarding the situation in Ukraine.

He stated that Vladimir Zelensky's participation in such negotiations is permissible; however, in his words, the incumbent President of Ukraine does not have the authority to sign any agreements. Putin claims this is due to Zelensky's "illegitimacy".

He paid particular attention to the existing decree that prohibits Kyiv from negotiating with Russia. Despite this, Putin noted that there are theoretically mechanisms to repeal the decree if the negotiation process does begin.

In addition, the Russian leader emphasised the importance of a legal review of the legitimacy of the Ukrainian representatives who might take part in potential negotiations.
