State Labour Inspectorate officer in Odesa concealed assets worth 3.1 million hryvnia

The National Agency on Corruption Prevention (NACP) reviewed the declaration of Dmytro Vasylevskyi, deputy head of the occupational safety department of the State Labour Inspectorate’s inspection activities administration in Odesa Oblast. The review revealed the declaration of inaccurate asset information totalling 3.16 million hryvnia.

Bitcoin from the book market and a "lost" wallet

One of the most contentious items in the declaration was two bitcoins, valued at 3.16 million hryvnia. Vasylevskyi claims he purchased them back in 2016 at the Book Market in Odesa for just 900 dollars. However, the official provided no evidence of ownership of the cryptocurrency; moreover, he stated that he lost access to the electronic wallet.

NACP experts note that all cryptocurrency transactions are recorded on the blockchain, and the absence of a public address and supporting documents casts doubt on the very existence of these bitcoins.

Precious metals and real estate with undervalued costs

Another contentious detail is gold bars worth 10,000 dollars, allegedly belonging to the official’s wife. According to Vasylevskyi, they were a gift from his wife’s parents and grandmother. However, the fact of receiving the bars is not documented in any way.

Furthermore, significant discrepancies in the value of real estate were found in the declaration:

• A residential house in Odesa (110.8 sq. m), purchased in August 2022, was declared at a price of 30,000 hryvnia, although its actual market value was 300,000 hryvnia. Vasylevskyi explained this as a technical error, stating that he "accidentally failed to write a zero".
• An apartment (36.2 sq. m) bought in 1998 was valued by the official at 16 hryvnia. However, the market price for similar properties at that time was significantly higher.
• Vasylevskyi also failed to disclose that his wife and children actually reside in this apartment, which is a violation of declaration rules.

Undeclared value of a car

Another detail is a Citroen Berlingo (2006 model) belonging to the official’s wife. Its value is listed as "unknown" in the declaration, although, according to official data, it cost 47,803 hryvnia at the time of purchase.

The total amount of inaccurately declared assets exceeds 3.16 million hryvnia, which significantly exceeds the legally established threshold of 500 subsistence minimums. This is grounds for opening a criminal case under Article 366-2 of the Criminal Code of Ukraine (declaration of inaccurate information). The NACP has transferred the materials to law enforcement agencies for further investigation.
