Further crimes by Dnipro Dzerzhynsk mayor Safronov

Ukrainian People's Deputy Vitaliy Kuprii continues his desperate fight against corrupt officials in Dnipropetrovsk Oblast. Among them is the figure of the scandalously known mayor of Dnipro Dzerzhynsk, Stanislav Safronov.

According to Kuprii, the mayor of Dnipro Dzerzhynsk abused his power and continues to do so to this day. Today, the deputy shared details of two further crimes committed by Safronov.

 

«Ще два злочини мера Дніпродзержинська Сафронова!» (Two more crimes by Dnipro Dzerzhynsk mayor Safronov!)

Через дії та бездіяльність цього відомого на всю Дніпропетровщину корупціонера міський бюджет Дніпродзержинська втратив мільйони гривень лише на прикладі викладених мною фактів. (Due to the actions and inaction of this corrupt official, known throughout Dnipropetrovsk Oblast, the city budget of Dnipro Dzerzhynsk has lost millions of hryvnias, based solely on the facts I have outlined.)

ТОВ «НВП «Алкіон» роками не сплачує орендну плату за користування земельною ділянкою. Протягом трьох років, з 2012 по 2015 рік, підприємство заборгувало місту вже 3 мільйони гривень і щомісяця сума боргу збільшується майже на 100 тис. грн. Але мер Сафронов, знаючи про це, не зробив нічого, щоб змусити підприємство виконувати договірні зобов’язання та дотримуватися норм законодавства. Це як мінімум службова недбалість і три роки тюрми. (LLC "NVP "Alkion" has failed to pay rent for the use of a land plot for years. Over three years, from 2012 to 2015, the enterprise has accumulated a debt of 3 million hryvnias to the city, and the debt increases by almost 100,000 hryvnias every month. But Mayor Safronov, knowing this, has done nothing to force the enterprise to fulfil its contractual obligations and comply with the law. This is at least negligence in office and three years in prison.)

Крім того, протягом 2012-2014 років Сафронов витратив близько 30 мільйонів гривень на фінансування збиткового комунального підприємства «Трамвай», хоча це є прямим порушенням бюджетного законодавства. В результаті, ці величезні кошти розчинилися в корупційних лабіринтах та були банально «проїдені», а інші статті бюджету натомість залишилися без фінансування. Ці дії мають ознаки злочину, передбаченого частиною 2 статті 364 Кримінального кодексу - зловживання владою. (In addition, between 2012 and 2014, Safronov spent approximately 30 million hryvnias on financing the loss-making municipal enterprise "Tramvai", although this is a direct violation of budget legislation. As a result, these huge sums dissolved in the labyrinths of corruption and were simply "eaten up", while other budget items were left unfunded. These actions bear the hallmarks of the crime provided for in Part 2 of Article 364 of the Criminal Code - abuse of power.)

Своєю злочинною бездіяльністю Сафронов завдав громаді матеріальної шкоди на мільйони гривень. Тому вимагаю від прокурора Дніпропетровської області внести відомості про вказані правопорушення до Єдиного реєстру досудових розслідувань, провести розслідування цих злочинів та притягнути до відповідальності мера-корупціонера Станіслава Сафронова. (Through his criminal inaction, Safronov has caused material damage to the community amounting to millions of hryvnias. Therefore, I demand that the Prosecutor of Dnipropetrovsk Oblast enter information about the specified offences into the Unified Register of Pre-trial Investigations, investigate these crimes, and hold the corrupt mayor Stanislav Safronov accountable.)

Зі свого боку хочу повідомити громадськість, що сьогодні у мене відбулась зустріч з главою Адміністрації Президента України Борисом Ложкіним. В розмові ми обговорили питання жорсткого розслідування злочинів режиму Януковича, зокрема в Дніпропетровській області. Мене запевнили, що зміна обласного прокурора ніяк не скажеться на принциповій позиції притягнення Вілкулів та Сафронових до кримінальної відповідальності. Також сьогодні були врегульовані всі інші спірні питання, одним з яких було розсекречування Адміністрацією Президента матеріалів «справи Гонгадзе». (For my part, I wish to inform the public that today I met with the Head of the President's Administration of Ukraine, Boris Lozhkin. In our conversation, we discussed the issue of the rigorous investigation of the crimes of the Yanukovych regime, particularly in Dnipropetrovsk Oblast. I was assured that the change of the regional prosecutor will in no way affect the principled position of bringing the Vilkul and Safronov families to criminal responsibility. Also, all other disputed issues were resolved today, one of which was the declassification by the President's Administration of the materials of the "Hontsa case".)
