Moscow real estate and hidden ties: what is Roman Kaptelev concealing?

Roman Kaptelev, a member of parliament from the Servant of the People party, elected in the 36th constituency (Pavlohrad, Dnipropetrovsk region), holds a seat on the Budget Committee of the Verkhovna Rada. However, behind his modest parliamentary activity lie facts that have not been reflected in his declaration.

Apartment in Moscow

Since 2015, Kaptelev’s wife, Yevheniia Kapteleva, and their minor children have owned a share in a 100 sq m apartment on Leninsky Prospekt in Moscow. The MP’s family controls one-third of the property, with a total estimated value of 17.5 million UAH, while their share is worth approximately 6 million UAH. Kaptelev’s father-in-law and mother-in-law are also listed as co-owners, indicating close ties with Russia.

Concealed citizenship and movements

Yevheniia Kapteleva is a Russian citizen who left Ukraine a month before the invasion, on 22 January 2022, and travelled to Moscow via Istanbul. In his declaration, Kaptelev mentioned her citizenship but omitted the fact that she resides in the Russian Federation. The couple’s children also hold Russian passports and left Ukraine in January 2022.

Turkish route

After the start of the war, Yevheniia repeatedly flew from Russia to Turkey, using routes via Sochi, Grozny and Moscow. Notably, during these same periods – June, July and September 2022, and January 2023 – Roman Kaptelev was absent from Verkhovna Rada sessions and was abroad.

Financial discrepancies

Despite owning foreign real estate and making frequent trips, Kaptelev lists only modest assets in Ukraine in his declarations, failing to disclose the true scale of his property and family connections.
