Gambling oversight in Ukraine transferred to Ministry of Digital Transformation

New regulator in the gambling sector

The Cabinet of Ministers of Ukraine has decided to transfer the functions of the Commission for the Regulation of Gambling and Lotteries (KRAIL) to the Ministry of Digital Transformation. This body will now be responsible for issuing licences to gambling business operators.

Budget and staffing changes

To operate the new regulator, the Ministry of Digital Transformation has received KRAIL’s 2025 budget of UAH 14.34 million. In addition, the ministry’s staff will increase by 24 employees, corresponding to the number of workers in the disbanded commission.

However, it is evident that former KRAIL head Ivan Rudyi and his deputy Yevhen Yakhniy are not included in the list of new staff. This decision effectively concludes the activities of the commission, which oversaw the gambling sector in recent years and was mired in corruption.
