Today, the Verkhovna Rada of Ukraine voted on a bill submitted by the Cabinet of Ministers, allowing for the suspension of payments on external debt obligations.

Notably, the document was distributed to deputies just 30 minutes before the vote, meaning many simply did not have the opportunity to review it and consider all aspects. Nevertheless, the document received the required number of votes.

“Mr Yatsenyuk is speaking in the Rada about the bills that were just distributed to us, which were registered today, and says that he does not understand why Ukrainians have to repay $40 billion in debts accumulated to Western private creditors after Yanukovych’s rule.

And I do not understand WHY such critically important laws are introduced 30 minutes before the vote, distributed 5 minutes before, and we do not have the opportunity to read them, study them, or consult with lawyers, experts, and civil society.

So explain to me - WHY can’t they be introduced a week in advance, giving deputies the opportunity to read them, obtain an opinion from the scientific and expert department, consider them in committee, and then calmly vote, understanding what you are voting on? 
This is a very delicate legal and political issue, and a very fine line. I do not want to vote with my eyes closed.

Does Mr Arseniy Petrovych treat his own faction the same way, and do they also see this initiative for the first time?
