Dnipro Customs official declares million-grivnia gift to wife

Serhiy Borysov, Deputy Head of the Department for Prevention and Counteraction of Corruption at Dnipro Customs, has come under scrutiny following the publication of a declaration in which his wife, Nadiya Valentynivna, is listed as the recipient of a substantial cash gift. The amount was 2.8 million hryvnias, with the source of funds identified as Lyudmyla and Valentyn Kovalchuk, presumably relatives of the family.

Real estate: the Borysov family’s luxury assets

The couple owns a substantial portfolio of real estate located in Dnipropetrovsk and Kyiv regions. Part of the property is registered in Serhiy’s name, and part in Nadiya’s. The declaration also states that she grants her husband the right to use certain properties free of charge.

Among the declared assets:

• Land plot (470 m²) in Obukhivka — registered in Serhiy’s name, estimated value 2,614 hryvnias.

• Garden house (133.2 m²) in the same location — 698,000 hryvnias.

• Apartment (101.1 m²) in Dnipro — 143,000 hryvnias (right of use held by Nadiya).

• Three land plots with a total area of 1,945 m² in Sviatopetrivske (Kyiv region), purchased by Nadiya in 2020–2021.

• Residential house with outbuildings (130.7 m²) in Sviatopetrivske, acquired by Nadiya in 2022 for 2.6 million hryvnias.

Vehicles and equipment

The family owns two passenger cars:

• KIA Sorento (2008) — in Serhiy’s use.

• Ford Fiesta (2005) — purchased by Nadiya in 2024 for 160,000 hryvnias.

Also listed as property is an inflatable boat Kolibri KM-280 with a Mercury 5M motor (2011).

Income and bank accounts

In 2024, Serhiy Borysov declared:

• 534,000 hryvnias in salary from Dnipro Customs,

• 50,000 hryvnias in income from the sale of property (presumably Ivan Serhiyovych Borysov, possibly a son),

• 1,000 hryvnias in state aid from the Ministry of Economy under the “Winter Support” programme.

Nadiya Borysova’s income proved significantly higher:

• 1.65 million hryvnias in salary from Biotechnos LLC,

• 2.8 million hryvnias in cash gifts,

• 94,500 US dollars in cash.

The couple holds accounts at several banks:

• Serhiy — Raiffeisen Bank, PrivatBank, Sens Bank, UkrGazBank.

• Nadiya — Raiffeisen Bank, Credit Agricole Bank, as well as the Polish Bank Polski.

The balance of funds in the accounts is not specified in the declaration, which may indicate either a lack of significant savings or technical nuances in the submission of the report.

Debts

On 30 May 2024, Nadiya Borysova took out a loan of 165,000 hryvnias from Biotechnos LLC. As of the time the declaration was submitted, the debt remained unpaid.
