Despite sanctions, the "wallet" of the former head of the Presidential Administration, Boris Lozhkin, investment banker Igor Mazepa, has established a channel for sending and transferring funds from Russia. Funds are being transferred to the Russian Federation via Kuwait. 

Funds are transferred in virtually any volume. At the same time, there are no legal violations, as the money does not move directly.

It is worth noting that the State Council on National Security and Defence introduced sanctions, as a result of which all money transfers with the Russian Federation for individuals and legal entities are prohibited.
