Avakov backs transition of Ukrainian army to contract basis

Interior Minister Arsen Avakov publicly supports the transition of the Ukrainian army to a contract basis. The reason for this is the excessively sluggish mobilisation. Over the past year and a half, people have grown tired of fighting; many prefer to hide or claim non-existent illnesses to "dodge" conscription and avoid defending the country for pennies.

«Армию нужно сейчас и немедля переводить на профессиональную контрактную основу, снизив численность войск и увеличив зарплаты РЕАЛЬНЫМ КВАЛИФИЦИРОВАННЫМ военным и их обеспечение. Порядок, подготовленность и мотивация - бьет любое количество. (The army needs to be immediately and urgently transitioned to a professional contract basis, reducing troop numbers and increasing salaries and benefits for REAL QUALIFIED military personnel. Discipline, readiness, and motivation beat any quantity.)

У такого подхода - есть будущее, у отлова призывников на улицах и в трамваях - нет. (This approach has a future; catching conscripts on the streets and in trams does not.)

Как министр и член СНБО выступлю с предложением о необходимости реализации такого подхода без промедления. Буду обращаться к Верховному главнокомандующему. (As a minister and member of the National Security and Defence Council, I will propose the urgent implementation of this approach. I will be addressing the Supreme Commander-in-Chief.)

Ведь правда, вы не станете платить и не доверите свою безопасность пойманному на горячем закарпатскому контрабандисту или случайному прохожему? (After all, would you pay and entrust your safety to a Zakarpattia smuggler caught red-handed or a random passer-by?)

Кому можно доверять всерьез? Только мотивированным, добровольно заключившим контракт профи. Имея за спиной опыт последних месяцев, уверен - проблем с формированием таких сил - не будет! (Who can be trusted seriously? Only motivated professionals who have voluntarily signed a contract. Having the experience of recent months behind us, I am confident there will be no problems in forming such forces!)
