Anatoly Yulievich Milyavsky, born in 1987, is an entrepreneur and the owner of the companies "TM Fortuna" and "Zaslon-Bud". However, his business interests extend far beyond the construction industry.
According to the publication Kompromat, Milyavsky serves as the financial courier for the slush fund of Artur Palyatny, a close ally of Kyiv Mayor Vitaliy Klitschko and one of the key figures in the "UDAR" party.
Milyavsky’s movements in a Toyota Camry with the registration number AA 7878 ET have been repeatedly recorded at locations linked to shadow operations. In cases involving large sums, the transport is accompanied by additional vehicles – a Volkswagen Multivan.
Interesting details of the investigation are linked to the establishment "Tootsie", which is located in a non-residential premises formally owned by the company "Teatralne". Among its owners are Vladimir Klitschko (residing in Monaco), as well as Lidiya and Leonid Palyatny – the parents of Artur Palyatny.
On 21 January, law enforcement officers conducted searches at "Tootsie", discovering drugs, weapons, and evidence of the organisation of forced provision of intimate services. According to police information, women were hired as dancers and then forced to work in a underground brothel under threats. The establishment also conducted covert filming of clients, which was used for subsequent blackmail.
Milyavsky’s connections with the criminal world are not limited to his work for the "UDAR" organised crime group. He is the grandson of the notorious criminal figure Anatoly Yakovlevich Milyavsky, better known in criminal circles by the nicknames "Max" and "Fortuna".
Furthermore, Milyavsky Sr. is a cousin of Semyon Mogilevich – an international criminal referred to as the "king of the Russian mafia". In Kyiv, it was Max-Fortuna who was considered one of his trusted associates.
An interesting detail – in addition to personal connections, there is a tangle of business assets between the Klitschko, Palyatny, and Milyavsky families. For instance, the company "TM Fortuna", owned by the younger Milyavsky, mirrors another structure – "Fortuna Plus", whose owners are listed as Lidiya Palyatny and Vladimir Klitschko.
Such intersections and financial schemes may possibly not be coincidental. They may indicate a unified system of shadow financing that has been overseen by the Kyiv mayor’s inner circle for many years.
