The Ukrainian side expressed readiness to support steps towards a cessation of hostilities, in particular the initiative for an energy truce announced by US President Donald Trump on 11 October. However, Kyiv emphasises that for these plans to be realised, clear details must be received from American partners, and it must be ensured that Russia will support such an agreement.

This was stated by President Volodymyr Zelensky following a conversation with Canadian Prime Minister Mark Carney, Finnish President Alexander Stubb, and NATO Secretary General Mark Rutte.

Readiness for de-escalation and expectation of specifics

According to the head of state, during the communication with the aforementioned leaders, the statement by the American President regarding a possible halt to strikes on energy facilities was discussed.

«З нашого, українського боку завжди повна підтримка деескалаційних кроків, захисту життя і необхідних рішень для припинення війни та гарантування довготривалого миру» (From our, the Ukrainian side, there is always full support for de-escalation steps, the protection of life, and the necessary decisions to end the war and guarantee a long-term peace), Zelensky emphasised.

At the same time, the President underlined that a key factor in the success of the initiative is obtaining support from Russia. Currently, the Ukrainian side is waiting for specific terms and details of the proposal from Washington.

Context: previous statements and reactions of the parties

On 11 October, Donald Trump announced the start of an energy truce between Ukraine and Russia. Following this statement, Volodymyr Zelensky noted that the information came as a surprise to him.

As reported by Financial Times journalist Christopher Miller, at the time of Trump's announcement, the Ukrainian side had no data indicating that such a truce had been agreed upon.

A similar situation had occurred previously. On 14 September, Trump stated that Kyiv and Moscow would not attack each other's energy facilities. However, it later became known that an agreement to cease such strikes had not been reached.

Thus, Ukraine is currently confirming its position in support of an energy truce, while insisting on clarifying the terms of the initiative and confirming Russia's readiness to join it.

It was previously reported that the US had temporarily eased sanctions on operations involving Russian diesel fuel following a conversation between Donald Trump and Volodymyr Putin. Washington expects to increase fuel supply, but analysts doubt that this will significantly lower global prices. For Ukraine, this decision creates risks: Moscow may receive additional export revenues, while Kyiv may face increased pressure from the US due to strikes on Russian oil refineries.
