Compromise approach instead of general reduction

According to an EP Fiala source in government circles, the Cabinet of Ministers is preparing an alternative to the general reduction of the mobilisation protection level for enterprises of the defence-industrial complex and the energy sector. Instead of a uniform transition from 100% to 85%, officials are considering a proposal to retain full protection exclusively for that part of the personnel directly involved in the production of weapons, as well as in the repair and maintenance of energy infrastructure, heating systems and water supply.

Quotas for support staff

For employees of support services at these same enterprises, the introduction of a quota mechanism is proposed. This decision means that the right to protection will depend not only on the enterprise's status as critical, but also on the specific functional duties of each employee.

According to the source, on 13 October the government approved the relevant resolution, providing a five-day deadline for finalising the document. As of now, no final agreement has been reached on the size of the quotas, so the final version of the text is expected no earlier than 18 October.
