Washington restricts payment network operations

The US Treasury Department officially announced the imposition of sanctions against the Russian payment system A7. This infrastructure was actively used by Russia to conduct financial operations through international banking institutions during 2024 and 2025.

Scale of financial operations

According to data, as of January 2026, the A7 network registered over 2,000 transactions daily. The total volume of processed operations exceeded 7.5 trillion rubles, equivalent to approximately $91.5 billion. This figure accounts for around 13% of all of Russia's foreign trade operations in 2025.

US government position

US Treasury Secretary Scott Bessent stated that Washington is deliberately dismantling financial infrastructure that enabled Iran and other adversaries to evade sanctions, move illicit funds, and undermine the integrity of the global financial system.

Details of restrictive measures

Under the imposed sanctions, all property and interests in property of the A7 network located within the United States or controlled by US persons are subject to freezing. Restrictions also extend to transactions involving sub-agents acting on behalf of the A7 payment network.
