The Verkhovna Rada has decided to summon Kyiv Mayor Vitali Klitschko to parliament to hear a report on the state of the capital's preparations for the heating season and the protection of critical infrastructure. The initiator of this step was People's Deputy Maryana Bezuhla. In parallel, public activists have announced a protest action for 17 October near the building of the Kyiv City State Administration (KMSA) demanding the mayor's resignation.
Bezuhla announced the successful vote on her social media: «За моєю пропозицією кличемо Кличка до ВРУ на завтра. Дякую колегам, підтримали. Рішення прийнято» (At my proposal, we are summoning Klitschko to the Verkhovna Rada tomorrow. Thank you to my colleagues for your support. The decision has been adopted).
Voting results and the purpose of the report
According to Interfax-Ukraine data, 151 people's deputies voted in favour of summoning the mayor, while eight voted against. It is worth noting that a previous attempt to summon Klitschko to parliament on 12 October was unsuccessful, as only 124 deputies voted "for" at that time, which was insufficient to pass the decision.
Maryana Bezuhla emphasises that the mayor needs to report in detail on Kyiv's readiness for the heating season, the functioning of the city under martial law, and measures to protect energy facilities from Russian attacks. The notice regarding the adopted decision does not specify the exact time of the mayor's appearance.
The mayor's position
Vitali Klitschko had previously rejected accusations of inadequate preparation of the capital for the cold. In an interview with the AFP agency, published by France 24, he stated that Kyiv is creating backup heating systems and accumulating necessary resources. At the same time, the mayor emphasised that the consequences of Russian strikes and the effectiveness of air defence remain key factors in the city's security.
«Пошук цапів-відбувайлів не зігріє людей», — заявив Кличко 9 жовтня, коментуючи звинувачення уряду. (The search for scapegoats will not warm people up, Klitschko stated on 9 October, commenting on the accusations against the government.) According to him, the preparation process is complicated by a lack of time, funding, and qualified workers.
On 13 October, in his Telegram channel, the Kyiv mayor explained that the heating season has not yet started. He claimed that the spread of negative information is being carried out by resources linked to the central authorities with the aim of removing him from office and appointing a leader from above. Klitschko also stated that there are attempts to remove approximately 300 city heads.
Protest action and energy risks
Separately, for Saturday, 17 October, public activists announced an action demanding the resignation of Vitali Klitschko. The event is scheduled to start at 12:00 near the KMSA building at 36 Khreshchatyk Street. Among the participants of the initiative are representatives of the "March for Kyiv" coalition, the public organisations "Spalakh!" and "Spadshchyna", as well as other city activists. The publication "Nash Kyiv" reported on the preparation of the action.
The organisers believe that the city authorities have not ensured adequate preparation of critical infrastructure for the autumn-winter period and the possible consequences of Russian attacks. One of the slogans of the action is: «Кличко не зміг підготувати Київ навіть до осені. Кличко має піти» (Klitschko failed to prepare Kyiv even for autumn. Klitschko must go).
It is worth remembering that the capital is more than 95% dependent on external electricity supply, and its own generation is insufficient even to ensure critical infrastructure. Volodymyr Omelchenko, Director of Energy Programmes at the Razumkov Centre, believes that Kyiv has not prepared for a possible disconnection from the unified energy system of Ukraine.
If in winter Kyiv remains without electricity for up to 20 hours a day, and the temperature drops to -10°C, the capital may experience large-scale water supply disruptions and freezing of in-building systems. In the worst-case scenario, this could lead to a communal collapse in high-rise buildings. At the same time, Kyivvodokanal will try to maintain water drainage, as a prolonged stoppage of the sewage system threatens sanitary and epidemiological consequences.
