Links to financial schemes and tax investigations
The depository institution 'Dominanta Trade' has come under scrutiny due to mentions in the materials of several cases concerning the possible circumvention of currency regulation, the resale of currency bonds, as well as tax evasion and money laundering. Despite this, according to available information, the company's officials have not been notified of suspicion within the framework of the relevant criminal proceedings.
Regulators' attention to the mechanism of circumventing restrictions
In December 2024, the National Bank of Ukraine sent a letter to banks warning about a scheme to circumvent currency restrictions using US Treasury bonds. The document named three companies: ICU, 'Universal Capital', and LLC 'Dominanta Trade'.
According to the NBU's description, the algorithm of actions was as follows: a client would buy US bonds with a near maturity date in hryvnia, transfer them to an account in a foreign depository, and receive dollars abroad. According to the regulator's data, a significant portion of the funds did not return to Ukraine.
The National Securities and Stock Market Commission managed to stop this scheme only on 23 December 2024, which occurred a week before the deadline set by the memorandum with the IMF. In June 2025, the publication 'Ekonomichna Pravda' again highlighted 'Dominanta' among the largest resellers of currency OVDPs for hryvnia, which also allowed for the circumvention of established restrictions on currency purchases.
Details of the criminal proceedings regarding OZDP
Currently, the depository is featured in criminal proceedings No. 42025100000000212 under Part 3 of Article 212 and Part 2 of Article 209 of the Criminal Code of Ukraine. This concerns tax evasion in especially large amounts and the laundering of property obtained by criminal means.
According to the investigation's version, external state debt bonds (OZDP) of series XS2895055981 with a nominal value of one dollar were used to move non-cash funds. The funds were run through car importer companies and transferred to non-residents, while the cars themselves were sold for cash.
Securities accounts for LLC 'Primequar' were opened specifically at 'Dominanta'. The court order does not name the officials of the depository institution, and there is no information about them being charged with suspicion.
Ownership structure and control
86.73% of the company's charter capital, amounting to UAH 7.025 million out of a total of UAH 8.1 million, belongs to the individual Oleh Oleshko. He is also the sole founder and ultimate beneficiary of the enterprise.
The remaining 13.27% belongs to the joint-stock company 'ZNVKIF Becton', whose director and ultimate beneficiary is also Oleshko. Thus, he controls the company both directly and through his own fund.
Since November 2025, 'Becton' has been in the process of liquidation. The fund's charter capital is UAH 125 million, and the number of employees is zero.
The director of 'Dominanta' is Oleh Voityov. The company has held broker and depository institution licences since 2013–2014 and is a member of the PARD. The court registry lists over a hundred documents mentioning this enterprise.
Separately, 'Dominanta' is mentioned as the depository for shares of 'Kyivmedpreparat' and 'Halychfarm' in the SBU's tax proceedings regarding the 'Innovatsiya' fund. In this case, the company acts only as a custodian of securities and is not a subject of the investigation.
The role of LLC 'Primequar' in the scheme
LLC 'Primequar', which the investigation calls a conversion centre, was initially registered under the name 'Quertex Prime'. Its founder was Serhiy Seko — one of the largest mass company registrars in Ukraine. As of 2024, he had 810 enterprises registered under his name.
After the renaming, the company with a charter capital of UAH 500 changed its business profile: instead of accounting services, it began engaging in car trading. Currently, its owner and director is Valentyna Larchenko.
Car importers mentioned in the materials
PP 'Mega Avtolux'. According to an analytical study by the State Tax Service, cited in the court order, the enterprise sold 1,035 cars for a total amount of UAH 626 million in 2025–2026. At the same time, according to the tax authorities' assessment, the company underreported VAT by UAH 39 million. Meanwhile, in its 2024 reporting, the enterprise showed zero revenue and one employee.
There is a discrepancy regarding information about the company's owner. Currently, the owner and head is Vasyl Stoyan, not Oleksandr Shkovira, as stated in some publications. According to the text of the court order, the director of 'Mega Avtolux' stated on 20 October that he was not involved in the enterprise's activities and reported that he had registered it for a monetary reward. It was not possible to determine when the owner changed, based on open data.
LLC 'Toptrade Zakhid'. The company is registered in Rivne, and its director is Serhiy Omelkovets. It is featured in another criminal proceeding. In March 2026, within the framework of the SBU and the Office of the Prosecutor General's case No. 42024000000000539, the enterprise's financial documents were seized along with documentation from several other companies. In July, the Kyiv Court of Appeal confirmed the seizure of property.
PP 'New Autolife'. The enterprise is associated with Oleksandr Magdiuk. Customs data records over two thousand entries regarding the company, mostly concerning operations with used cars.
Regulators' reaction and open questions
The National Bank has already warned banks about 'Dominanta's' operations, and journalists have previously mentioned the company among notable participants in the currency OVDP market. In addition, on 22 July 2026, the NBU separately strengthened sanctions control of depository institutions over operations with external state debt bonds.
Thus, 'Dominanta Trade' has repeatedly found itself near mechanisms that attracted the attention of regulators and law enforcement agencies. At the same time, the mere fact of the company being mentioned in court materials does not mean that its involvement in crimes has been proven.
The key question is what conclusions the investigation and regulators will draw regarding the repeated appearance of this institution in stories related to the possible circumvention of financial restrictions and the withdrawal of funds.
