Former metro director sought on suspicion of embezzling over 137 million UAH
The National Anti-Corruption Bureau of Ukraine has issued a wanted notice for the former head of the municipal enterprise "Kyiv Metro," Viktor Braginsky. He is accused of involvement in a criminal scheme through which 137.5 million hryvnias were misappropriated during the organisation of logistics for delivering metro cars from Warsaw to the capital.
How the car transport scheme worked
According to investigation data, the Warsaw Metro decided to transfer 60 cars to Kyiv free of charge. However, in 2023, the winner of the tenders for transporting this equipment was a pre-determined company. This firm offered its services at an inflated price, and the total value of the contracts reached 190 million hryvnias.
Where the funds went
The law enforcement version suggests that the funds were transferred to a controlled company abroad. Only part of the funds was passed to the actual carrier, while 137.5 million hryvnias were allegedly misappropriated by the members of the criminal group.
Status of suspects and case details
In total, seven suspects are named in the criminal proceedings. Viktor Braginsky is being sought on suspicion of an act qualified under Part 5 of Article 191 of the Criminal Code of Ukraine, which provides for liability for misappropriation of property on an especially large scale or the commission of a crime by an organised group.
It was previously established that the former metro director left Ukrainian territory based on a decision by a military medical commission. Subsequently, the Central Military Medical Commission cancelled this decision. Braginsky's guilt in the case is to be established by a court.
