Information pressure as a precondition for escalation
The Kherson City Military Administration (CMA) issued a warning regarding an active information campaign being conducted by the Russian side. According to the authorities' assessment, statements and reports are appearing in the Russian media space that could be used as a pretext for violating the current ceasefire regime in Kherson Oblast.
The CMA emphasised that such information injections indicate possible groundwork for undermining the agreements. In this regard, city residents were urged to maintain vigilance and be attentive to the data they receive. Sunday, 1 November, requires particular attention, as it is the day the current ceasefire agreement expires.
Ceasefire status and agreement details
It is important to distinguish between warnings of a potential threat and facts of recorded shelling. The current CMA statement does not contain confirmation that the Russian side has already resumed shelling, nor does it specify time windows for possible attacks. It concerns exclusively the risk of violating the ceasefire regime.
The current ceasefire was established to facilitate a humanitarian mission in occupied Oleshky. It came into effect at 03:00 on 27 October and, in accordance with the agreements, remains in force until 22:59 on 1 November 2026. The primary objective of the ceasefire is to ensure the delivery of aid and create conditions for the departure of the civilian population.
Everyday changes and landmine threats
The establishment of a temporary lull has positively impacted the daily lives of Kherson residents. More people have appeared on the city streets, and municipal services have been able to carry out necessary work in areas where their activities were previously hindered by constant enemy attacks.
However, CMA head Yaroslav Shanko emphasises that the overall threat in the city persists. In particular, he draws attention to the danger associated with Russian landmining of territories.
General Staff appeal and previous events
During the humanitarian operation, the General Staff of the Armed Forces of Ukraine also urged citizens to use only official sources of information. The military command reminded the public of the ban on disseminating unverified data regarding the movement of civilian and humanitarian convoys, as such information could pose a real threat to people's safety in wartime conditions.
Recall that it was previously reported that a ceasefire regime was introduced in the Oleshky area on 27 October, which was agreed upon to conduct a humanitarian operation. The evacuation of Oleshky residents via occupied Crimea, Russia, and Belarus is also mentioned. Thus, on the morning of 31 October, four planes carrying evacuated residents arrived in Gomel, Belarus.
