The joint-stock company "National Public Broadcasting Company of Ukraine" held a tender for UX/UI design system design services. These works are intended for a news web resource and mobile applications under a grant agreement. The funding programme is called "Support for the editorial and digital transformation and development of corporate culture of public media in Ukraine". The tender amount is 4.84 million hryvnias.
The sole participant to pass the selection was LLC "Expert in Information Technologies". The contract amount with the winner was 3.43 million hryvnias.
According to open data, the Kharkiv firm was registered in 2011. The company's staff consists of only two employees, and its charter capital is 120,000 hryvnias. This is the first time the enterprise has participated in tenders through the Prozorro system. Company representatives assure that engaging subcontractors is not planned, as a team of four people is capable of completing the task by 31 May 2027.
Attention is drawn to the list of previous projects provided in the tender documentation. Thus, in March 2024, LLC "Expert in Information Technologies" provided similar services to the Kharkiv security firm LLC "Kratos 2" for 2.65 million hryvnias. Later, in December 2025, services worth 1.5 million hryvnias were provided to LLC "Lisoped Market".
An analysis of the websites of the companies that acted as clients for the stated services revealed contradictions. The financial indicators of these enterprises do not indicate the possibility of purchasing design solutions for millions of hryvnias:
Research showed that the tender winner has a connection with LLC "Prodjet UA" through a shared email address kratossystems100@gmail.com. Meanwhile, LLC "Lisoped Market" is linked to "Prodjet UA" through the person of Pavlo Kostyliov.
Pavlo Kostyliov also has ties with a number of other "Kratos" firms, including LLC "Kratos 2". It turns out that these two pieces of experience were falsified by companies connected to the winner, which apparently did not have the financial resources for such services.
Currently, a reaction and possible inspections are awaited from the Antimonopoly Committee of Ukraine, the State Audit Service, and the Bureau of Economic Security regarding the activities of the tender winner.
