The Temporary Investigative Committee (TIK) of the Verkhovna Rada has documented a large-scale network of violations in the field of customs clearance. During a session on 1 October, MPs presented evidence that 97 cargo company websites openly offer services for importing goods "in the black," meaning without proper customs clearance procedures.
Direct offers of smuggling
This was announced by the committee chair, People's Deputy Yaroslav Zheleznyak. He showed TIK members correspondence with a representative of the cargo company "Egor Cargo." After receiving a commercial proposal, the client was explicitly told that documents for customs clearance would not be provided, and the cargo would be moved without customs control.
According to the committee, such companies actively brand parcels with their own logos and advertise their services on billboards and social media, including Instagram. The State Customs Service informed the TIK that among 668 economic entities named "Cargo," only 25 active ones could be identified.
Financial losses and reaction of authorities
The Bureau of Economic Security (BES) prepared 24 analytical reports indicating potential state budget losses of over 1 billion hryvnia. The tax service has already assessed an additional 8.5 million hryvnia in taxes and adjusted the negative VAT value by 16.8 million hryvnia.
Undervaluation schemes and fake humanitarian aid
Business representative Andrii Antoniuk described in detail the mechanism of cargo companies' operations. According to him, entrepreneurs are offered to clear cargo at an artificially undervalued price — approximately $5–6 per kilogram — by providing a minimal set of documents.
Another common scheme is importing goods without documents under the guise of humanitarian aid. Antoniuk noted that this way, trucks carrying French wine, cheese, and sausages may enter Ukraine, and the vehicles themselves, declared as humanitarian, may be used for commercial trade.
Differences in customs clearance costs at customs posts
The session also examined significant differences in the cost of clearing one kilogram of fabric depending on the customs post:
- Zaporizhzhia Customs: $2.8;
- Zhytomyr Customs: $2.6;
- Chernivtsi Customs: 10 cents;
- Zakarpattia Customs: 30 cents;
- Sumy Customs: $0.006.
Examples of significant price inflation and code substitution
The TIK provided specific examples of huge discrepancies between the customs value of goods and their subsequent resale price:
- A Brioni belt was imported for 36 hryvnia and sold for 23,360 hryvnia;
- Dolce & Gabbana women's trousers were declared for 184 hryvnia, with a selling price of 114,567 hryvnia;
- A Hugo Boss coat was imported for 53 hryvnia and sold for 21,500 hryvnia.
In addition, the committee found cases of possible substitution of HS codes (Harmonised Commodity Description and Coding System). For example, knitted fabric may be imported under one code but sold as waterproofing material. Another case involved a pump that was declared for 200 hryvnia upon import but later sold as a fuel pump for 148,750 hryvnia.
