Anti-Corruption Centre "MEZHA" published an analysis of the declaration by Vira Badiva, head of the Protocol Sector of the Department of International Cooperation of the State Property Service. According to the organisation, the official lists assets in the declaration at prices that significantly differ from market rates.
In 2016, Badiva purchased a 75.7-square-metre apartment in the "Park Stone" residential complex in Kyiv. The declaration lists the value of the real estate at 300,000 hryvnias. However, according to average housing prices in the capital during that period, the actual value of such an apartment was approximately 2.15 million hryvnias.
In 2022, the official purchased a 2020-model Jaguar F-Pace. The declared value of the vehicle was 500,000 hryvnias. Meanwhile, a found listing indicates that this car was sold for 46,500 US dollars, which was equivalent to approximately 1.7 million hryvnias at the time of purchase.
Analysts note that Badiva did not have enough declared funds to make such a purchase, as the balance of free cash resources was only about 800,000 hryvnias.
The history of the Volkswagen Touareg also raises questions. In 2016, this vehicle was declared at 52,000 hryvnias. In contrast, in 2019 it was sold for 370,000 hryvnias, representing an increase in value of more than seven times.
A separate aspect of the analysis is the receipt of gifts by the official's minor daughter. In 2025, the child received gifts worth 680,000 hryvnias from her grandmother and aunt. However, open sources lack data on the income of these relatives that would confirm their ability to make such financial transfers.
