Discrepancies between declarations and actual income

The anti-corruption centre "MEZHA" published the results of an audit of the financial status of the family of the new Minister of Recovery, Infrastructure and Transport, Mykola Kalashnyk. According to the organisation, on paper the minister's family demonstrates a modest standard of living, yet the actual volume of holdings amounts to at least 9.5 million hryvnias. Experts draw attention to the fact that no official income was recorded in the family to acquire such a quantity of assets.

History of apartments and "gifts" from the grandmother

One of the key episodes that raised questions was the transfer of real estate in 2015. Eight days before the wedding, Kalashnyk received an 81.7-square-metre apartment in Kyiv for free use. The owner of the housing was the future wife's grandmother, who worked as an individual entrepreneur at the markets in Kropyvnytskyi.

The aforementioned apartment was purchased on the very day it was transferred to the minister. Notably, the housing is located opposite Kalashnyk's former workplace — the Darnytsia District State Administration. The market value of the apartment at that time was estimated at approximately 1.7 million hryvnias, whereas only 1 million was stated in the declaration.

In 2017, the same grandmother purchased another property — a three-room apartment in the "Comfort Town" residential complex worth at least 2 million hryvnias. Subsequently, two more objects appeared in the same residential complex: Kalashnyk's wife's apartment and the housing of his mother, who works as a kindergarten director. The market value of the mother's apartment is estimated at around 2.2 million hryvnias.

Financial analysis and the vanished loan

"MEZHA" calculations indicate that in 2018, after purchasing the apartment, the family of three had only about 13,000 hryvnias per month at their disposal to cover other expenses. After the next purchase, the family's financial balance became negative by 108,000 hryvnias.

To explain part of the expenses, Kalashnyk declared a loan from his mother-in-law in the amount of 280,000 hryvnias. However, the following year this debt "magically" disappeared from the declaration.

Car price: discrepancy with auction data

Another object of attention became the Mercedes-Benz GLC 300 car. In 2020, Kalashnyk received it from his wife and declared its value at 445,000 hryvnias (equivalent to 16,700 US dollars). Meanwhile, data from an American auction indicates that a few months prior, this car was sold for an amount exceeding 33,000 dollars. Taking into account the cost of delivery and customs clearance, the real price of the car could have reached 52,000 dollars, or about 1.4 million hryvnias, which is several times less than what Kalashnyk stated.

Thus, journalists identified assets in the Kalashnyk family worth at least 9.5 million hryvnias in total, the origin of funds for their purchase and their real value raise doubts. Currently, a person with such a financial background heads a ministry through which billions of hryvnias of state funds and international aid for the reconstruction of Ukraine pass.
