Signing of backup power contracts

Between 18 and 21 September 2026, PJSC Kyivvodokanal signed a series of contracts for the implementation of backup power sources for its own pumping stations. The total value of these agreements is UAH 615.64 million. This is evidenced by data from the public procurement system Prozorro.

The orders cover construction works at 13 water supply and sewage stations located in various districts of the capital. In all cases, the completion deadline is specified as 27 March 2027, meaning the work must be finished by the end of the heating season.

Document confidentiality and advance payments

The main documents regarding these contracts have confidential status, so data on cost estimates is not publicly available. Only documents regarding amendments to the agreements, which establish the size of the advance payment for the current year at 30% of the contract value, remain public.

According to these documents, the decision to pay advances was made by the Department of Housing and Communal Infrastructure of the Kyiv City State Administration (KMDA) on 29 September 2026.

Who became the contractor

All contracts were awarded to LLC Facade-Service-Bud from Brovary without competitive procedures. Vasyl Shcherbuk, who hails from the village of Svinari in Kharkiv Oblast, is listed as the director and founder of the company.

According to information obtained from sources, Facade-Service-Bud may be linked to the group of brothers Kyzymenko. Matfii Kyzymenko heads the State Enterprise State Scientific Research and Design Survey Institute NDI Project Reconstruction. David Kyzymenko was previously the founder of the company Ukrbud-Project-Reconstruction. Their mother, Alla Kyzymenko, was the founder of LLC Khokhimservice, which is currently sanctioned by the Antimonopoly Committee for bid rigging and has been deprived of the right to participate in tenders.

History of cooperation and company links

The company Ukrbud-Project-Reconstruction had previously also received contracts from Kyivvodokanal for a total of UAH 424 million. In addition, this firm has a contract from the municipal enterprise Buchaservice for the construction of a water supply network in the Bucha community worth UAH 388.33 million. In the same month, Facade-Service-Bud directly received a contract from Buchaservice for UAH 2.96 million for the repair of the sewage system of communal property on Yablunska Street.

Ukrbud-Project-Reconstruction and Facade-Service-Bud are registered on the same street in Brovary, but in different offices: at 135 Kyivska Street, Office 1, and 261a Kyivska Street, Office 1, respectively. The firms also share an employee — Andriy Serkhovets.

Sharp increase in work volumes

According to data from the Clarity-project platform, in previous years Facade-Service-Bud received only minor contracts via Prozorro for amounts in the tens or hundreds of thousands of hryvnias. These involved facade repairs at the Academy of Sciences or window washing at the Verkhovna Rada. According to Youcontrol data, the company's annual revenue remained at the level of hundreds of thousands of hryvnias.

A significant change occurred in June 2026, when Facade-Service-Bud received eight contracts without tenders for a total of UAH 124.55 million for the reconstruction of sewage stations and treatment facilities in the Brovary district. These contracts were provided by the Department of Regional Development of the Kyiv Oblast State Administration, which at that time was headed by Mykola Kalashnyk. In July 2026, Kalashnyk was appointed Minister of Infrastructure, the ministry responsible for the distribution of infrastructure construction contracts. Timur Tkachenko, former head of the Kyiv Military State Administration, has been the head of the oblast state administration since late July.

The current Kyivvodokanal contracts for UAH 616 million, also obtained without tenders, are an absolute record in the history of the Brovary company.
