A detailed analysis of the financial and corporate activities of Zynoviy Kozitskyi, an entrepreneur in the oil and gas industry and the father of Maksym Kozitskyi, the head of the Lviv Regional Military Administration, has appeared on social media. In a publication titled "The Secret Business Empire of the Kozitskyis: How the Head of the Lviv RMA's Father Does Business with Russians" ("Таємна бізнес-імперія Козицьких: як батько голови Львівської ВЦА веде бізнес із росіянами"), public activist Ivan Sprynskyi described in detail the ownership structure of joint companies of the Ukrainian and Czech businessmen, their historical ties with the Russian energy sector, and open questions regarding the cessation of economic interaction with Russia after 24 February 2022.
Corporate structure and foreign intermediaries
Zynoviy Kozitskyi is the owner of a number of Ukrainian energy facilities, including LLC "Sokal Wind Park", LLC "Olivka Wind Farm", and LLC "Sambir Solar Station". As the author of the investigation notes, a key role in their ownership structure is played by the Dutch company MND Ukraine BV, created to implement projects jointly with Czech entrepreneur Karel Komarek. It was through the Cypriot firm Ivena Limited that Zynoviy Kozitskyi held a stake in the Dutch structure.
Karel Komarek is the owner of an international business group that includes MND Group. The companies in this group specialise in the exploration, extraction, and storage of oil and gas. The activist emphasises that it is the analysis of foreign legal entities that allows one to trace the path of cooperation between the Ukrainian businessman and partners who had interests on the territory of Russia. The network of companies associated with Zynoviy Kozitskyi also includes ZMS Energy Limited, Deravest Limited, and Polivest Limited. Through them, management of stakes in Ukrainian enterprises such as LLC "EnergoHub" (formerly "West Gas Trade"), LLC "Carpathian Wind", and LLC "Hlyniany Energy" was carried out. Although the presence of offshore structures is not in itself a violation of the law, their composition and activities attract public interest against the backdrop of the described international ties.
Historical cooperation of MND Group with "Gazprom" and Russian oil assets
According to data provided by Ivan Sprynskyi, MND Group's investments in the Russian oil and gas sector began in the mid-2000s. The publication mentions the enterprises "Nikolaevneft" and "Vostokinvestneft", which were involved in oil extraction in Russia. In 2008, a memorandum of cooperation was signed with "Gazprom Export", a subsidiary of the Russian gas monopolist. One of the key areas of partnership became the development of gas infrastructure in the Czech Republic, specifically the Dambořice underground gas storage facility.
This facility was developed through the company Moravia Gas Storage, which was jointly owned by MND and "Gazprom" for a long time. According to journalistic data, the Komarek group became the sole owner of the asset only on 26 June 2024. This means that formal cooperation with the Russian conglomerate within this project continued for more than two years after the start of the full-scale invasion. At the same time, as noted, the fact of joint ownership does not establish the nature of actual operations or violations of sanctions legislation.
In addition to gas, MND Group had interests in Russian oil infrastructure. In 2011, the group acquired an oil terminal in Samara Oblast near the city of Oktyabrsk. Its throughput capacity was approximately 3.4 million tonnes per year, and the complex had access to road, rail, and river routes and was located near the "Druzhba" oil pipeline. Previously, media had drawn attention to the ties between the terminal operator and the companies "Rosneft" and "RN-Bunker".
Court case No. 640/3734/19 featured a letter from the SBU to the State Service of Geology and Mineral Resources regarding the possible supply of fuel to illegal armed formations in the occupied territories of Donbas. However, as is emphasised, the information provided in the court materials needs to be distinguished from established facts and verified to determine which legal entities and periods it concerned. After 2022, MND Group stated its intention to exit the Russian market, but the activist questions the completeness of such an exit, especially regarding the oil terminal. The question of whether these assets continued to generate revenue remains open and requires confirmation by corporate documents.
Ties with state officials and conflict of interest
The investigation also mentions former partner of Zynoviy Kozitskyi, Roman Storozhev, who worked at the State Concern "Nadra of Ukraine" and later headed the State Service of Geology and Mineral Resources. According to the author, during Storozhev's tenure in state positions, companies associated with Kozitskyi received special permits for the use of subsoil. Former ties between Storozhev and enterprises that media had linked to businessman Serhiy Kurchenko are also mentioned. However, temporal coincidences between the official's work and the issuance of permits are not proof of undue influence.
The role of foreign companies, such as Omniserve LTD and Omnium Corporate & Trustee Services Limited, which performed the functions of director or secretary of Kozitskyi's Cypriot structures, is described separately. Their ties with other legal entities in the fields of real estate, finance, and pharmaceuticals do not automatically indicate joint business activity of all the mentioned subjects.
Road projects and use of budget funds
The activities of the Kozitskyi family's enterprises have repeatedly been the subject of journalistic investigations due to the possible intersection of private interests with state decisions. In the Poltava region, a conflict arose around LLC "MND Zhukivske", which is implementing an oil extraction project. 93.75% of the company belongs to MND Ukraine, and 6.25% to the Cypriot Ivena Limited. The ultimate beneficiaries are Karel Komarek and Zynoviy Kozitskyi.
Journalists from "Dzerkalo Tyzhnia" recorded that the enterprise began paving a road to the well through a land plot for which the right of permanent use belongs to another subject. Attention was drawn to the issue of the presence of necessary approvals, compliance with the land user's rights, and the legality of the works. The situation intensified after the signing of a memorandum on 8 July 2026 between the Poltava City Council and LLC "MND Zhukivske". Sources also mentioned the possible interference of the head of the Poltava Regional Prosecutor's Office, Yevhen Hladii, in the verification of the circumstances of the works, after which active procedural actions allegedly ceased. These claims require official confirmation.
Similar situations were recorded in the Lviv region as well. On 19 February 2026, Maksym Kozitskyi personally signed a memorandum between the Lviv Regional Military Administration, MND a.s., and LLC "MND Tynivske", among whose beneficiaries is his father. The document provides for expert support and facilitation of investments. This raises doubts about compliance with conflict of interest procedures.
Separate resonance was caused by the reconstruction of Hirska Street in Skhidnytsia, which leads to the "Panorama Skhidnytsia" hotel and resort complex. According to NGL.media, in 2023, approximately 25 million hryvnias were allocated from the regional budget for the repair of this nearly two-kilometre road. The complex was associated with the business of Zynoviy Kozitskyi, who, through LLC "West Energy", gained control over 50% of LLC "Normaz Plaza" — the client of the resort construction. On a territory of about nine hectares, plans were made to build a hotel with 60 rooms and 11 cottages.
This project became the most expensive road measure financed by the Lviv Regional Military Administration in 2023. In addition, in the direction of Huta settlement, where Zynoviy Kozitskyi and persons associated with him purchased lands, another section of road began to be developed. The client was "Normaz Plaza", and the cost of the works was approximately 24.45 million hryvnias. The total cost of the two projects approached 50 million hryvnias, half of which consisted of budget funds.
Maksym Kozitskyi denied allegations of using the budget in the interests of the family. He emphasised that the road repair began in 2021, the construction of the complex in May 2022, and his father became a co-owner of the company only in May 2024. The head of the Regional Military Administration stated that the road is needed by local residents and emergency services. However, NGL.media drew attention to the fact that the Antimonopoly Committee's permit for Zynoviy Kozitskyi to acquire a stake was obtained as early as May 2023, i.e. before the decision on additional financing was made.
The major repair of the Zymivky—Ulichne road, worth approximately 195.07 million hryvnias, is also mentioned. The contract was signed by the Department of Road Infrastructure of the Lviv Regional Military Administration. The road leads to the Olivka wind power plant, which is associated with the joint business of MND and the "Eco-Optima" group, which media associate with the Kozitskyi family.
Media reaction and requests to authorities
The StopCor editorial team is preparing information requests to the competent state authorities to establish the actual circumstances. Journalists are interested in whether economic ties with Russian counterparties were verified after 24 February 2022, what was the actual status of MND Group's Russian assets, and whether checks for compliance with sanctions legislation were conducted. Separately, plans are made to determine the legality of the works by LLC "MND Zhukivske" in the Poltava region and the circumstances of possible interference by officials in the checks.
StopCor also intends to obtain official explanations regarding the signing of the memorandum between the Lviv Regional Military Administration and companies associated with the father of its head, the allocation of 25 million hryvnias for the road in Skhidnytsia, and the contract for the repair of the Zymivky—Ulichne road worth over 195 million hryvnias. Applications will be sent to the National Agency on Corruption Prevention, the National Anti-Corruption Bureau, the Specialised Anti-Corruption Prosecutor's Office, the SBU, the Office of the Prosecutor General, the State Service of Geology and Mineral Resources, and the Lviv Regional Military Administration. The goal is to determine whether checks were conducted, whether violations were found, and what decisions were made by the authorities. The editorial team emphasises that the presence of business partnership or budget financing is not automatic proof of a crime, but may be grounds for a conflict of interest check.
