New passport acquisition conditions
Argentina is preparing to launch a "citizenship by investment" programme. Applications from foreigners will begin to be accepted from the fourth quarter of 2026.
According to Reuters, foreign citizens are offered two options for participation:
- a non-refundable transfer of $350,000 to the state budget;
- the purchase of specially issued government bonds with a nominal value of $800,000.
Cost for family members
The main applicant has the right to include close relatives in the programme. The cost depends on the status and age of family members:
A husband, wife, or unmarried children aged 18 to 25 (provided they have no children of their own) will cost $100,000 per person.
It will be necessary to pay $25,000 for children under 18.
According to government calculations, a family consisting of the main applicant, their partner, and two minor children will be able to process documents for a total sum of $500,000.
Verification and security
The financial contribution does not guarantee the automatic issuance of passports. The government has established a procedure for thorough verification of applicants.
Security risks, financial transparency, and other factors will be assessed. Control will be conducted in accordance with international recommendations from the Organisation for Economic Co-operation and Development (OECD) and the Financial Action Task Force (FATF).
Economic context
The initiative has become part of the economic strategy of President Javier Milei. Since 2025, the country has had a legal framework that allows foreigners with "significant" investments to apply for citizenship through a special agency under the Ministry of Economy.
Since coming to power in December 2023, Milei has pursued a strict fiscal policy and stimulated private investment, in particular through the RIGI regime. The new programme is intended to help attract foreign capital to support macroeconomic stability and ensure future debt payments.
Market interest
Interest has already been shown by the consulting company Millionaire Migrant. It informed Reuters of the existence of a list of potential applicants. Some of them already hold dual citizenship but are considering the Argentine passport for the possibility of visa-free travel to Mercosur countries.
Argentina joins a number of states that use migration programmes to attract wealthy foreigners. A similar initiative, the Gold Card programme, was launched by the administration of Donald Trump in the US, where a significant financial contribution is exchanged for a simplified path to obtaining a visa.
