Temporary technical glitches in the "Reserve+" app are not grounds for refusing to present a military registration document during a check. Men aged 18 to 60 who are registered are obliged to carry this document with them. In the event that the mobile application is unavailable, the legal alternative is considered to be an electronic military registration document with a QR code, which can be saved on a smartphone or printed out.

Obligation to carry the document and liability for its absence

The operation of digital services is sometimes complicated by errors during authorisation or data updates. However, this does not cancel the requirements of current legislation. During mobilisation, citizens are obliged to present their military ID upon request by authorised representatives of territorial centres for recruitment and social support (TCC and SP), police, or border guards in cases provided for by law.

Ignoring these rules entails administrative liability. According to Article 210-1 of the Code of Ukraine on Administrative Offences, during a special period, citizens face fines ranging from 17,000 to 25,500 hryvnia. To avoid such consequences, it is advisable to prepare a backup option for confirming your data in advance.

Instructions: how to generate the document via the Diia portal

An electronic military registration document can be obtained via the state "Diia" portal. To do this, the following steps must be taken:

  • Authorise yourself in the personal cabinet using a qualified electronic signature.
  • Navigate to the services section and select the "Military Registration Document" item.
  • Click the "Submit application" button.
  • Verify the specified information and confirm the request with an electronic signature.

After the request is processed, the generated document will appear in the personal cabinet. The user can download it in PDF format to a phone or computer, as well as print it out. The key element is the QR code, which allows verifying authorities to quickly check the currency of information in the electronic registry.

This approach ensures the ability to confirm one's status even when the "Reserve+" app is temporarily not working.

It is worth noting that the appearance of information about violations of military registration rules in the app does not always mean that a fine has been imposed. First, it is necessary to clarify whether this is merely a note in the registry or whether the TCC and SP has already issued a decision on the imposition of an administrative penalty.
