Voting system hack in the Rada: Statement by Serhiy Rudyk

People's Deputy Serhiy Rudyk, who has served in the ranks of the Armed Forces of Ukraine with the rank of colonel since March 2022, unexpectedly discovered that on 11 March 2025, he had voted 20 times in the Verkhovna Rada. Rudyk himself is physically absent from both the parliament and Kyiv, so he filed a statement with the Rada Speaker demanding an investigation.

Violation of the law and criminal liability

Rudyk specifically emphasised that non-personal voting by a People's Deputy is a criminal offence, provided for by Article 364-2 of the Criminal Code of Ukraine. The deputy suspects that the voting took place at the level of the "Rada-4" system administrators, as the possibility of "button-mashing" is excluded in this closed electronic system — voting requires holding down two buttons until the end of the process.

Technical aspect and responsibility

Significant funds were spent on the development of the "Rada-4" system, and its operation is monitored by deputies from various factions as well as their numerous assistants. The fact of voting on behalf of an absent deputy indicates unauthorised access, abuse of authority, overstepping of rights, and even potential treason.

The Institute of Problems of Mathematical Machines and Systems of the National Academy of Sciences of Ukraine is responsible for the operation of the "Rada-4" system. The question of the system being hacked casts doubt on the reliability of the entire platform and requires a thorough investigation.
