The system for issuing urban planning conditions and restrictions in the capital has turned into a source of millions in shadow income. The key players are officials close to Kyiv's "fixers".

How does the corruption scheme work?

In Kyiv, no construction can begin without so-called "містобудівних умов та обмежень" (urban planning conditions and restrictions, or MUA). These documents are issued by the Department of Urban Planning and Architecture of the Kyiv City State Administration, headed by the capital's chief architect, Oleksandr Svyistunov. However, real power in this matter is concentrated in the hands of his deputy, Valentyna Svatyna.

On the construction market, her name is known to everyone: it is impossible to obtain a permit for construction without her consent. The cost of the service is between $5,000 and $50,000 per document.

Who is behind the scheme?

Svatyna did not act alone – she was entirely under the control of Denys Komarnytskyi. Communication with her was handled by Alena Marchenko, while the process itself was overseen by Petro Olenych, who is now in pre-trial detention.

In effect, Svatyna issued permits only on Komarnytskyi's instructions, and corruption proceeds flowed into his pocket.

Land fraud

In addition to "urban planning conditions", Svatyna was also involved in land schemes. To register a plot of land for development, approval from the Architecture Department was required. And who prepared these opinions? The same Valentyna Antonivna.

High-profile exposures and criminal prospects

Svatyna already features in recorded conversations between Komarnytskyi and his circle. Searches were carried out in her office, and law enforcement agencies are investigating her role in the corruption network.
