Alert system tender won by dubious company

A tender for the procurement of an emergency alert system has concluded in Ukraine, marking the largest in its category. The contract worth 86 million hryvnia was awarded to the company "Ukrzaliznychiavtomatyka". However, this victory has drawn attention due to the firm's suspicious ties with politicians and businessmen, casting doubt on the transparency of the process.

Scandalous ties with a fugitive MP and Russian business

The company "Ukrzaliznychiavtomatyka" secured a contract to develop a digital alert system for Mykolaiv Oblast. This is the largest project of its kind in Ukraine, and its cost significantly exceeds previous tenders in this sector. However, the most attention is drawn not only to the size of the contract but also to the firm's connections with individuals who raise legitimate suspicions.

Particular concern is raised by the company's link to MP Serhiy Shakov, who has been declared a fugitive and is known for his political views and business connections. In addition, the company is associated with businessman Sambozhuk, whom the media have repeatedly linked to Russia. These circumstances call into question the integrity of the tender process and the legality of "Ukrzaliznychiavtomatyka's" participation in major state contracts.

Tender with suspicious terms and lack of competition

This tender is already the second in which the company "Ukrzaliznychiavtomatyka" was the sole participant. The procurement procedure did not provide for competition, and the company was not forced to significantly reduce its price. As a result, the cost reduction compared to the initial amount was only 3,000 hryvnia. This raises further questions about the integrity and transparency of the tender process.
