The Qiwi terminal network is suspected of money laundering and tax evasion. It is used to cash out funds and transfer them out of Russia. In addition, the system facilitates payments between users in Ukraine and Russia, which is currently prohibited by presidential decree.

At the same time, the network itself is operating at a loss. 70% of its turnover is accounted for by so-called grey schemes.

Qiwi's patron in government circles is former Deputy Prime Minister Arkady Dvorkovich.

Following his dismissal, Qiwi owner Sergey Solonin invested 220 million rubles in the Skolkovo IT fund, headed by Dvorkovich.

Whether the company's losses will lead to bankruptcy depends on the patronage and protection of influential officials.
