Ochmatdet renovation designed by company linked to Kyzymenko family

The winner of the tender for design and repair works at one of the country's largest paediatric medical institutions — Ochmatdet — was the company "Engineering Company Arcon". 

Its bid amounted to UAH 13.77 million, which is only 0.7% lower than the expected amount, or UAH 96,000 less than assumed in the initial calculations.

However, it is worth noting that during the auction, the company "Energy Efficiency and Consulting" offered a more favourable price of UAH 9.5 million, which is almost a third less than the requested amount, or UAH 4.37 million. Nevertheless, the bid was not accepted.

The winning company, registered in Boryspil, is currently led by Oleksandr Bylyk. However, a more interesting fact is that the owner of "Arcon" is the Kyiv-based LLC "Audit-Centre", which in turn belongs to Kateryna Kyzymenko — the wife of Matviy Kyzymenko.

Matviy Kyzymenko, who has headed the State Scientific Research and Design Institute "NIIproektrestavratsiya" since spring 2024, previously worked on preparing documentation for the renovation of Ochmatdet.
