How Dnipropetrovsk Oblast Council head Nikolai Lukashuk lives

Since September 2024, the wife of Oblast Council head Nikolai Lukashuk, Kropyvnytskyi District Council deputy Lyubov Lukashuk, has been using a luxury 2024 BMW X7 M60i xDrive. 

The vehicle is registered under a lease agreement with the family's legal firm, "Pravova Konstanta", while the lease contract itself was concluded with the Zaporizhzhia-based company "AFC Bavaria".

The rental cost is not listed in the declaration, but it is noteworthy that Mrs Lukashuk's annual income from the firm amounted to only 52,395 hryvnia, which would hardly have been enough even for regular maintenance of a car worth over 6 million hryvnia. Moreover, the family already owned a similar BMW X7, but from 2021.

Salary rose, but the lease "disappeared"

Nikolai Lukashuk's own income for 2024 increased by 192,000 hryvnia compared to the previous year. However, the item regarding the leasing of a commercial premises in the centre of Kryvyi Rih, where the office of the "Servant of the People" party is based, suddenly disappeared from the list of income sources.

The Oblast Council head's foreign currency savings also decreased slightly: from 151,000 dollars to 131,000.

Real estate: what is there and what is hidden

The public part of the declaration states:

• a 63.5 sq m apartment in Kryvyi Rih, shared with parents and a brother;

• a 282 sq m non-residential premises — previously leased out;

• another apartment in Kryvyi Rih — 48.5 sq m;

• the wife's apartment — 49.3 sq m;

• the wife's land plot — 781 sq m;

• the wife's house — 238 sq m;

• the wife's family apartment — 70.4 sq m (jointly with her relatives);

• a rented apartment in Dnipro — 192.3 sq m.

However, as journalists found out, at least two properties are missing from the declaration. The first is a property complex on Shirokovska Street in Kryvyi Rih, where Lukashuk owns a one-third share. The second is a house of nearly 468 sq m and a land plot in the village of Nadiezhivka in Kryvyi Rih district. This data was found in the State Register of Property Rights to Real Estate.
