How former head of Volyn OGA Yuri Pohulyayko is living

After leaving his post as head of the Volyn Regional State Administration (OGA) in 2024, Yuri Pohulyayko became a pensioner and received over 200,000 hryvnias in pension payments. 

Despite the absence of land, real estate, or cars in his declarations, the family savings of the former official grew fourfold during his nearly five years of leading the region.

Family income: salaries, compensation, and sales

According to official data, Pohulyayko earned 1,322,000 hryvnias in the incomplete 11 months of 2024. His wife, who works as a notary, declared an income of 890,000 hryvnias for the same period. In late November 2024, the former official reported significant changes in his asset status: upon dismissal, he was paid 336,435 hryvnias in compensation. In total, the family income for the year, including pension and payments, reached 2.76 million hryvnias.

Real estate and transport: what remained and what disappeared

In 2024, Pohulyayko left his post without any land plots or an apartment in Luhansk, although his wife still owns half of a non-residential premises of 98.4 square metres.

The situation with cars was more dynamic. During his time in the Volyn region, Pohulyayko updated his vehicles and then sold them, at prices significantly exceeding their initial cost. Thus, in 2021, a used Audi disappeared from his declaration, while 1.6 million hryvnias from the sale of assets appeared in the income section. The former official's wife also conducted active transactions: in 2021, she purchased a BMW K1300S motorcycle (2011 model), which she sold for 500,000 hryvnias in 2023, and then bought a Triumph Bonneville T100 (2018 model) for 221,000 hryvnias.

Bank accounts and savings

Against the backdrop of modest official assets, Pohulyayko's family savings increased significantly. According to the declaration, the spouses' bank accounts held 40,280 US dollars and 1,376,000 hryvnias. In addition, the "cash assets" section indicates over 490,000 hryvnias transferred for management.

Appointment of the new head of Volyn OGA

Yuri Pohulyayko held the post of head of the Volyn Regional State Administration from 2 December 2019 to 8 November 2024. Following his resignation, President Volodymyr Zelensky appointed Ivan Rudnytskyi to this position, who previously headed the SBU department in the Volyn region.
