How Dnipro makes money from waste: the role of Edik Meshkovsky

Eduard Meshkovsky, director of the municipal enterprise "Eco-Dnipro", has found himself at the centre of a large-scale waste disposal scheme in Dnipro. In 2012, he played a key role in the liquidation of a waste incineration plant, which paved the way for the creation of a new landfill, "Pryvoberezhny". This facility, funded by the city budget, cost taxpayers more than 10 million hryvnias.

After the construction was completed, Meshkovsky took over the enterprise controlling the landfill and began organising the waste disposal process. However, instead of modern technologies, primitive manual sorting is used here, for which budget funds continue to be allocated annually.

"Lviv waste" and illegal schemes

In addition to official budget flows, waste disposal at "Pryvoberezhny" is accompanied by opaque financial transactions. According to sources, garbage trucks from other regions, including Lviv, are accepted at the landfill for cash payment.

The cost of disposing of one truckload of waste varied from 15,000 to 20,000 hryvnias, and a significant portion of these funds, according to insiders, ended up in the pockets of Meshkovsky and his entourage.

Financial and political interests

Experts point out that Eduard Meshkovsky's activities are closely linked to the interests of the city authorities. In particular, he is described as a man carrying out the instructions of Borys Filatov. Under his leadership, the waste disposal system in Dnipro has become a tool for financial fraud, where budget money is redistributed in favour of a narrow circle of individuals.
