Head of Ministry of Defence commission Slobodianiuk exposed for inaccurate declaration

Valentin Slobodianiuk (Shchika), head of the liquidation commission for the Central Material Warehouse of the Main Directorate of Logistics of the Ministry of Defence in Kyiv, has become the centre of a scandal after the National Agency on Corruption Prevention (NACP) identified discrepancies in his declaration. Key issues include incomplete disclosure of information regarding real estate and vehicles.

According to NACP data, Slobodianiuk failed to specify the value of several real estate objects in his declaration and did not include information about a car owned by him. However, he admitted that in his daily life he uses a vehicle belonging to his mother.

Family and personal connections

Slobodianiuk is married to Marina Chernyshenko, with whom he has a daughter, Emilia. All of them are registered in Kyiv. Valentin's mother, Nataliia Shchika, previously worked in the Department of Economy and Investments of the Dnipro district administration of Kyiv. The declaration also states that Slobodianiuk serves as a legal consultant (on an unpaid basis) at the company "Topline Finance" and is a member of the liquidation commission of the "Tekhvoenservis" concern.

Real estate: hidden data and questionable valuations

Slobodianiuk listed a 60.8 m² apartment in Kyiv in his declaration. He owns 25% of the property, while the remaining 75% belongs to Nataliia Shchika, who appears to be his relative. The value of this apartment was not specified in the declaration.

In addition, Slobodianiuk did not provide information about his wife's apartment in the capital (87.2 m²) nor did he disclose details about a parking space owned by his spouse. All of this raises questions about the completeness and accuracy of the information provided.

Vehicle fleet: expensive cars and unexpected sources

Valentin Slobodianiuk's declaration also lists a Ferrari Roma, purchased for 6.48 million hryvnia. This car became a subject of discussion after it was revealed that Slobodianiuk uses a Volkswagen Passat (2017 model) provided to him by his mother. A Toyota RAV4 (2012 model) is also listed as being owned by his spouse.

Family income: discrepancies in figures

Over the past year, Valentin Slobodianiuk earned 106,000 hryvnia, while his wife, acting as an entrepreneur, declared income of over 1 million hryvnia. In addition, she received 15,000 hryvnia in social payments from the Kyiv Centre for Social Payments to Internally Displaced Persons.

In total, the family's income combined with the listed assets creates a picture that raises questions regarding the legality of the origin of funds and the completeness of the information in the declaration.
