Financial fraud by former head of environmental inspection

Nikolai Ladovsky, former head of the State Environmental Inspection of the Carpathian District, who is already a suspect in a criminal case for illegal enrichment, has once again found himself at the centre of a scandal. 

The National Agency on Corruption Prevention (NACP) established that the official concealed a number of real estate objects, failed to declare his wife's business, and distorted the value of assets by 1.16 million hryvnia.

Land fraud: "errors" in property valuation

Ladovsky indicated an inflated value for his wife's land plot – 45,000 hryvnia instead of 9,000 hryvnia, as stated in the purchase and sale agreement dated 26 June 2023. Another land area under his wife's house was not included in the report at all. The official claimed that he was unaware of its existence, although he admitted that he lived in this house.

In addition, the value of the residential house in Ivano-Frankivsk was also stated with an error. Ladovsky valued it at 500,000 hryvnia, but 100,000 hryvnia of this amount actually relates to the land on which it stands. The official himself explained this by saying that when processing the deal, he relied on his wife's words, but the NACP did not accept this argument.

Real estate that "no longer exists"

In his declaration, Ladovsky listed three apartments in Ivano-Frankivsk, which at that time had already been gifted to his daughter and, by law, should not have been included in the reporting. However, he did not include information about a three-room apartment of 82.65 sq m, purchased in 2020 from the developer "Halitskyi Dvir" for 425,000 hryvnia. Despite the fact that the building has not yet been put into operation, the official was obliged to declare property rights to the apartment.

Expensive SUV and "difficulties" with corporate rights

Ladovsky's wife purchased a Mercedes-Benz G63 AMG for 9.3 million hryvnia on 6 September 2023, but on 16 October, she transferred it to her daughter. The official claims that he was not obliged to include this car in the declaration, as by the end of the year it no longer legally belonged to the family. The NACP acknowledged that formally, his words correspond to reality.

However, more serious violations are related to his wife's business interests. It turned out that she owns 36.88% of corporate rights in the company "Zapadbudellevator" (44,911 hryvnia), but this information did not make it into the declaration. Ladovsky explained that the enterprise was seized by raiders, and he believed that his wife had lost her rights. Currently, court proceedings are underway in this case.

Another discrepancy is the purchase of an apartment in a new building for 395,000 hryvnia on 30 October 2023, which was also not included in the reporting.

Violations of anti-corruption legislation and a criminal case

As a result of the inspection, the NACP concluded that the official provided inaccurate information amounting to more than 1.16 million hryvnia. His actions are considered to contain signs of an administrative offence (Part 4, Article 172-6 of the Code of Administrative Offences).

Previously, within the framework of the criminal proceedings, it was established that since 2019, Ladovsky and his family have acquired assets whose value significantly exceeds their official income. In particular, this refers to a number of real estate objects and cars, a significant part of which was later gifted to his daughter, Olga Ladovska (Helo-Ladovska Olga Mykolaivna).
