What the former deputy head of the Volyn Regional State Administration, Yuriy Hupalo, is hiding

Former deputy head of the Volyn Regional State Administration (RSA) Yuriy Hupalo filed his income and asset declaration for 2024. 

All significant assets, including real estate and vehicles, are registered in the name of his wife, Lyudmyla Hupalo.

Real estate: apartments, houses and land plots

According to the declaration, Lyudmyla Hupalo owns:​

• Four apartments in Lutsk with areas of 44, 46, 49 and 74 sq m. She holds ownership shares of 80% and 23% in the latter two, respectively.​

• Three residential houses: two in Pidhaidtsi (204 and 284 sq m) and one in the village of Vishnev (103 sq m).​

• Fourteen land plots with a total area of approximately 3.4 hectares, located in the settlements of Vishnev, Strumovka, Pidhaidtsi and Rovanets.

Commercial real estate: shops and a health resort complex

Lyudmyla Hupalo also owns commercial real estate:​

• A motel and health resort complex in Strumovka with an area of over 2,172 sq m.

• A shop in Rovanets with an area of approximately 230 sq m.

• An office and a garage in Lutsk with areas of 469 and 734 sq m, respectively.

Vehicles: from passenger cars to lorries

The Hupalo family owns a substantial vehicle fleet registered in the name of Lyudmyla Hupalo:​

• Five passenger cars, including a 2018 Toyota Corolla, an Audi Q8 and a 2019 Mercedes-Benz GLE 300D, as well as a 2008 Opel Vivaro acquired in 2023.

• Over 100 units of commercial vehicles, including 53 lorries of various makes and 56 trailers, with a total value of tens of millions of hryvnia.

Financial assets and income

In 2024, Yuriy Hupalo declared:​

• Salary: approximately 32,000 hryvnia for work at the Volyn RSA and over 450,000 hryvnia as an employee of private entrepreneur Lyudmyla Hupalo.​

• Savings: 280,000 hryvnia, 26,000 US dollars, 43,000 euros in cash and 31,700 hryvnia in a bank account.​

Business activities and public service

Yuriy Hupalo is the founder of the "Virmo v Ukrainu" charity foundation, a co-founder of the public organisation "Perivnyky Zakhidnoho Rehionu" and the enterprise "Volyn Sad", into whose charter capital he contributed 1.25 million hryvnia.​

Previous scandals and accusations

In 2022, the "Virmo v Ukrainu" foundation, co-founded by Hupalo, became the centre of a scandal related to the sale of vehicles imported as humanitarian aid. In 2024, Yuriy Hupalo left his post as deputy head of the Volyn RSA, stating that he did so voluntarily and denying rumours of searches conducted at his residence related to his activities in office.
