Law enforcement agencies managed to stop the preparation of a serious crime. A group of men, whom the investigation believes planned a terrorist act against a Territorial Centre for Recruitment and Social Support (TCC), was detained before the attack could be carried out. The scheme was organised by an individual with authority in criminal circles.
According to the Kyiv City Prosecutor's Office, the initiative to commit the crime emerged in December 2025. The organiser approached a man with whom he had previously served a sentence, proposing he carry out a dangerous task. The latter, in turn, involved another acquaintance from the criminal milieu in the scheme.
The accomplices were instructed to identify targets independently. A payment of $15,000 to $20,000 was promised for a terrorist act against a regional recruitment centre. In contrast, the reward for an attack on a facility located in the capital was to be $50,000.
The suspects focused their attention on two TCC buildings in Kyiv. They visited the locations several times to study the infrastructure: checking for video surveillance systems, security, and structural features, specifically window grilles.
After reconnaissance, the criminals began discussing specific methods to execute the plan, considering options involving arson or an explosion. According to the investigation, one of the defendants possessed an RGD-5 grenade at home. He planned to use this munition to blow up the building and placed it in his car.
The criminals did not manage to complete their plan, as law enforcement exposed them at the preparation stage. Under the procedural supervision of the Kyiv City Prosecutor's Office, all defendants were notified of suspicion of preparing a terrorist act committed by a group of persons by prior conspiracy.
Previously, an incident was reported in Lviv Oblast, where a 47-year-old resident of Sheptytske village is suspected of attempting to murder a TCC serviceman. According to the investigation, the man stabbed the serviceman in the neck with a knife during a document check, and while being detained, he resisted by firing an air pistol at a police officer.
