Court ruling on amber plot

The Commercial Court of the City of Kyiv upheld the prosecution's claims, declaring the contract and Special Permit No. 5238 invalid. This document granted the right to mine amber on the Kalyuzhna plot, located in the Sarny district of Rivne region.

Auction details and prices

The special permit was acquired by Zemresursinvest LLC during an auction held in 2021. The contract value was 352,000 hryvnia, while the initial lot price was 336,600 hryvnia. Only one other enterprise participated in the bidding — Potentsial-Polissia LLC, which offered 347,000 hryvnia for the lot.

Establishment of anti-competitive agreement

In 2025, the Antimonopoly Committee of Ukraine (AMCU) concluded that both companies had engaged in anti-competitive actions. The regulator established that the enterprises shared a common address, had control links, and used identical telephone contacts.

Additional signs of coordination included the use of a single IP address for access to the client-banking system, the presence of common creditors, and the simultaneous payment of guarantee deposits.

Links to specific individuals

According to registry data for the relevant period, the structures of both companies were linked to Lesya Prymushko and Oksana Bohelska. Oleksandr Bohelskyi served as the head of Potentsial-Polissia LLC.

Similar cases at other auctions

The AMCU also recorded similar coordination of actions between the same economic entities during the conduct of two other amber mining auctions. These concerned the Lanivska and Osiv plots.

As a result of the investigation and court proceedings, the contract and special permit of Zemresursinvest LLC for the Kalyuzhna plot were declared invalid.
