Raivska community in Dnipropetrovsk region buys 15 mobile shelters for 22.5 million hryvnia

Contract terms for protective structures

The executive committee of the Raivska village council in Synelnykove district, Dnipropetrovsk region, has completed the procurement procedure for 15 mobile shelters. The tender results were announced in the Prozorro system.

The winner was Elda Group LLC. According to the contract signed on 6 October, the total cost of the supply is 22,500,000 hryvnia. This means that each structure, including transportation and installation, will cost the budget 1,500,000 hryvnia.

The customer is obliged to prepare the sites for the installation of the structures. It is planned that all shelters will be installed by 15 November 2026.

Installation locations and specifications

The protective structures will be located in the following settlements of the community: Voronove, Hrushuvato-Krynychne, Dubove, Nenasitets, Tsyhanivka, Lubianka, Yarne, Verbkivka-Osykorivka, Myroliubivka, Myrne, Novocherkihivske, Shevchenkivske, Velykomikhailivka (stop 1), Velykomikhailivka (stop 2) and Andriivka.

The technical parameters of these shelters are identical to those installed for the Yavorivska community. The manufacturer is Zaporizhzhia-based Standard Trading LLC.

Each prefabricated reinforced concrete block-module structure is designed to accommodate up to 20 people, including one wheelchair user. The structure is intended for short-term protection of people (up to four hours).

The external dimensions of the structure reach 9200×3260×2730 mm. Ventilation is provided naturally through four openings with a diameter of 200 mm. Safe electrical wiring and lighting without open flame are provided. The manufacturer provides a warranty for a period of 24 months. The structure has two entrances/exits equipped with protective doors.

About the supplier and its management

Elda Group LLC (registration code 42629253) is registered in Dnipro. The owner of the company is Avilov Andriy Kostiantynovych, and the position of director is held by Shymova Olena Oleksiivna.

According to data from the Youcontrol analytical platform, the firm has been operating since November 2018. The main type of activity declared is freight road transport. Over its entire period of existence, the company has received only two public orders, both concerning the supply of mobile shelters for the Yavorivska and Raivska communities of Synelnykove district.

Business connections and partner's career

Andriy Avilov is also a co-owner (49%) of the Expert Engineering consortium (code 46395518). His partner in this structure is Singer Serhiy Viktorovych, who holds a 51% share.

In addition, Avilov owns Stroytek Group LLC (code 37988142), whose director is also Serhiy Singer.

Serhiy Singer was born in the city of Synelnykove. He began his professional career in August 2000 in the service of the internal affairs bodies of the Main Directorate of the Ministry of Internal Affairs of Ukraine in Dnipropetrovsk region.

From 3 October 2009 to August 2011, Singer held the position of general director of TEK 4 Plus LLC. Subsequently, from August 2011 to August 2016, he worked as the director of the state enterprise Zhylokomy.

Until approximately 2018, Singer was also the director of the state enterprise Dnipropetrovsk Regional Testing Centre for Certification of Ecology of Building Materials of the Dnipropetrovsk Regional State Administration (DnipRODA).

The state enterprise Zhylokomy is known for conducting the appraisal of construction projects and carrying out technical supervision during new construction, reconstruction, restoration, and major repair of buildings and structures, as well as the technical re-equipment of operating enterprises throughout Ukraine.
